Policy-based management has proven useful in simplifying the complexity of management in domains like networking, security, and storage; it is expected that many of those benefits would carry over to the task of managing big data and autonomous systems. This book aims at providing an overview of recent work and identifying challenges related to the design of policy-based approaches for managing big data and autonomous systems. An important new direction explored in the book is to make the major elements of the system self-describing and self-managing. This would lead to architectures where policy mechanisms are tightly coupled with the system elements. In such integrated architectures, we need new models for information assurance, traceability of information, and better provenance on information flows. In addition when dealing with devices with actuation capabilities and, thus, being able to make changes to physical spaces, safety is critical. With an emphasis on policy-based mechanisms for governance of data security and privacy, and for safety assurance, the papers in this volume follow three broad themes: foundational principles and use-cases for the autonomous generation of policies; safe autonomy; policies and autonomy in federated environments.

The most advanced countries, not only the U.S. but also France, Great Britain and Italy, over the past few years have undergone a transormation of their armed forces aimed at exploiting the strategic advantages of IT. The goal pursued in Europe, and also promoted by NATO, is Network Enabled Capability (NEC). That is combining equipment and soldiers, as well as different doctrinal, procedural, technical and organizational elements, into a single network to obtain their interaction in order to achieve substantial strategic superiority. In practice, this also occurs with a strong, efficient and secure telecommunications network, and through netcentric modernization of armed forces' capability and systems aimed at connecting them to the net. This research paper analyzes the military netcentric modernization and transformation programs - still in progress - in France, Britain and Italy, with special focus on the joint program led by the Italian army called "Forza NEC". Opportunities and challenges of "Forza NEC" have been considered according to the Italian armed force's requirements, developed during two decades of experience in international military operations, as well as in the light of the evolution of strategic doctrine at a European and transatlantic level. Particular attention has been devoted to the interaction between industry and the armed forces, and to the involvement of many Italian companies in different "Forza NEC" activities, as it represents one of the pillars of the procurement program.

Given the breadth of the debate and the size of transformations that took place, it is somewhat surprising that relatively few academic studies have directly dealt with changes in force structure of European militaries, and the Italian armed forces in particular. The focus of this book is the organizational dimension of the restructuring of armed forces through 3 different lenses: doctrine and strategic framework, budget and resource allocation, and force structure and deployment. The key issues addressed relate to how these factors interact in shaping transformation. Of particular interest is the theme of learning, which is how armed forces endogenize change in the short and long run. This study provides valuable insights into the extent to which armed forces manage to adapt to the emerging strategic and operational challenges they have to face and to illustrate the weight of institutional legacies, resource constraints and inter-organizational learning in shaping transformation. Focusing on the Italian case in comparative perspective and based on a large variety of military operations from airstrikes to peacekeeping and counterinsurgency, the book provides an innovative viewpoint on military transformation and significantly contributes to our understanding of contemporary security that is deeply shaped by the lessons learnt in Afghanistan, Lebanon, Iraq and Libya.
