DoD 4120.3- M, 'Defense Standardization and Specification Program Policies, Procedures, and Instructions, ' August 1978, is hereby canceled. This Manual applies to the Office of the Secretary of Defense (OSD), the Military Departments, and the Defense Agencies (hereafter referred to collectively as 'the DoD Components'). this Manual is effective immediately and is mandatory for use by all the DoD components. It is designed for direct use at the standardization operating levels without supplementary instructions.
