Book Making Defense Reform Work

Download or read book Making Defense Reform Work written by Joint Project on Monitoring Defense Reorganization and published by University Press of America. This book was released on 1988 with total page 90 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Project on Monitoring Defense Reorganization was initiated in 1987 to bring the collective experience of individuals who have served at the highest levels of the Department of Defense, both military and civilian, in defense industries and scientific establishment, and on relevant committees of the U.S. Congress, to bear on the complicated issues of defense management. The mandate was narrow: to assess the degree to which the requirement of the 1986 Goldwater-Nichols Defense Commission were being implemented, to evaluate the consequences of the steps that had been taken to date, and to determine if further measures to implement these two reform effortsóor additional kinds of reformsówere desirable. The general conclusion is the Department of Defense, in many areas, has made considerable progress toward implementing these changes. In force planning, programming and budgeting, and in the planning and conduct of military operation, there has been cautious movement toward effective implementation of the Goldwater-Nichols legislation and the recommendations of the Packard Commission. Reform of the weapon acquisition process has come much more slowly. In one key areaóthe participation of Congress in defense management and decision makingóthere has been very little change. This project was a joint effort of the Foreign Policy Institute of The Johns Hopkins University and the Center for Strategic and International Studies.

This book was released on 2016-12 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Thirty years after its enactment, Congress has undertaken a review of the Goldwater-Nichols Department of Defense Reorganization Act (GNA) as well as the broader organisation and structure of the contemporary Department of Defense (DOD) more broadly. Most observers agree that in principle a comprehensive review of the Goldwater-Nichols legislation is warranted at this juncture. Further, a broad consensus appears to exist among observers that DOD must become considerably more agile while retaining its strength in order to enable the United States to meet a variety of critical emerging national security challenges. Agreement seemingly ends there. There appears to be little consensus on what should be changed within DOD and what specific direction reform ought to take. Discussions have begun to coalesce around a number of proposals, including reforming defense acquisition processes, further strengthening the Joint Staff, reducing Pentagon staffs, and better empowering the services in the joint arena. Ideas vary, however, on how, specifically, to achieve those outcomes. Disagreement also exists as to whether or not reorganising DOD alone will be sufficient. Some observers maintain that a reform of the broader interagency system on national security matters is needed. This book is intended to assist Congress as it evaluates the variety of reform proposals currently under discussion around Washington.

Book Goldwater Nichols Revisited

Book excerpt: The Goldwater-Nichols Department of Defense Reorganization Act of 1986 (Goldwater-Nichols) is frequently praised by civilian national security specialists and military leaders as correcting the organizational and structural deficiencies stemming from the National Security Act of 1947. Critics charge that prior to Goldwater-Nichols the Joint Chiefs of Staff (JCS) were unable to adequately fulfill their responsibility to provide pragmatic and timely unified military advice to the President, National Security Council, and/or Secretary of Defense-collectively referred to as the National Command Authorities (NCA). This caused the NCA to rely on civilian staffs for advice that should have been provided by professional military officers. Those calling for defense reform cited the conflict of interest inherent in the dual responsibilities of the Service Chiefs. Furthermore, they charged that the Service Chiefs did not have sufficient time to perform both roles; i.e., head of their Service and member of the jcs. Goldwater-Nichols made the Chairman of the Joint Chiefs (CJCS) the principal military advisor to the NCA. No longer was the CJCS required to formally ask for, and receive, input from the Service Chiefs before answering a question posed by the NCA. Additionally, this major defense reorganization empowered the Commanders of Unified and Specified Commands (CinCs) and instituted a formalized joint officer personnel policy law (Title IV). The Joint Staff was enlarged and strengthened to support the expanded role of the Chairman and the CinCs. Incentives were legislated to force the Services to assign quality officers to joint duty assignments. To the disappointment of those supporting radical reform, Goldwater-Nichols did not end dual hatting, create a General Staff, and abolish the JCS. For traditionalists, reform cost the Service Chiefs and Staffs their preeminent role in defense policy formulation.

Book excerpt: Pursuant to a legislative requirement, GAO evaluated the Department of Defense's (DOD) plans to reduce personnel assigned to permanent duty in military management headquarters and other related activities. GAO found that: (1) DOD planned to base its reductions of departmental and command headquarters personnel on authorized strength, although the Department of Defense Reorganization Act of 1986 required it to use actual strength to compute reductions; (2) using the actual strength would result in a reduction of 350 more personnel than using authorized levels; (3) DOD interpreted the act as requiring a one-time personnel reduction by September 30, 1988, plus another reduction in 1989, rather than placing a ceiling on the total number of assigned or detailed employees; and (4) as a result of DOD using authorizations as the baseline and allowing reductions against staff levels that were higher than expected, the actual end strength could be 3,321 greater than Congress intended. GAO believes that Congress may wish to resolve whether defense agencies and field activities should retain the end strength growth subsequent to passage of the act.
