Book excerpt: To carry out our defense strategy into the 2lst century with military forces able to meet the challenges of the new era, there is no alternative to achieving fundamental reform in how the Defense Department conducts business. DoD's current organization, infrastructure, legal and regulatory structure, and business practices were developed over the course of the Cold War, often through accretion. The Cold War was an era of great danger but relative stability. In contrast, the new era is one of rapid change and unpredictability. Our military forces and our private sector defense industry have made great strides in adjusting to this dynamic new world, becoming more agile and responsive. But much of the rest of our defense establishment remains frozen in Cold War structures and practices. DoD has labored under support systems and business practices that are at least a generation out of step with modern corporate America. DoD support systems and practices that were once state- of-the-art are now antiquated compared with the systems and practices in place in the corporate world, while other systems were developed in their own defense-unique culture and have never corresponded with the best business practices of the private sector. This cannot and will not continue. This Defense Reform Initiative reflects the insights of numerous business leaders who have restructured and downsized their corporations and not only survived but thrived in a rapidly changing marketplace.

This report is in accordance with Section 924 of the Military Force Structure Act of 1996. Our report focuses on the long-term issues facing U.S. defense and national security. It identifies the changes that will be needed to ensure U.S. leadership and the security and prosperity of the American people in the twenty-first century. We are convinced that the challenges of the twenty-first century will be quantitatively and qualitatively different from those of the Cold War and require fundamental change to our national security institutions, military strategy, and defense posture by 2020. To meet those challenges, we believe the United States must undertake a broad transformation of its military and national security structures, operational concepts and equipment, and the Defense Department's key business processes. We recognize that much is already being done in this regard and that you are committed to significant change. However, based on our deliberations, it is our view that the pace of this change must be accelerated. The transformation we envision goes beyond operational concepts, force structures, and equipment. It is critical that it also include procurement reform and changes to the support structure, including base closures, as you pointed out forcefully in your Defense Reform Initiative. Finally, bringing together all the elements of our national power will demand a highly integrated and responsive national security community that actively plans for the future - one that molds the international environment rather than merely responds to it. Defense needs to continue building on the Goldwater-Nichols reforms and extend that sense of jointness beyond the Department to the rest of the national security establishment and to our f.

Book excerpt: The United States currently faces an unprecedented debt crisis that requires fresh thinking on National Security. As the nation is forced to address its fiscal challenges, the Department of Defense and Congress will face difficult choices if the nation is to maintain effective deterrence, reduce costs, and protect critical capabilities across the enterprise. Failure to make these difficult decisions will place the nation at significant risk and further squander shrinking resources. This crisis presents an opportunity for constructive change. The economy and the budget will drive strategy. If we don't agree to a unifying vision that underpins these decisions, we will be left with an irrelevant, hollow force that is incapable of protecting U.S. vital national security interests. Seizing the opportunity requires strong leadership by the Secretary of Defense with the full support of the Joint Chiefs of Staff -- otherwise inertia will reign and service tribal self-interest will prevail over strategy. Prudent reductions in defense spending must be anchored to an underlying set of principles that informs strategy and focuses scarce resources. These include adjusting U.S. strategy to account for the resource constraints, maintaining effective deterrence, continuing to flatten the defense enterprise, and reforming DOD business processes.

Book excerpt: The Secretary of Defense announced a new business transformation program in 2001 with the intent of improving the effectiveness and efficiency of Department of Defense business operations. Concerned that the previous administration's Defense Reform Initiatives (DRI) could not be successful without many years of sustained effort, the Senate Committee on Armed Services issued a September 2001 report directing GAO to assess which DRI initiatives have been carried forward. In completing this assessment, GAO also examined the management structure and types of initiatives contained in the new business transformation program. Also at the request of the Committee, more detailed information on the status of the logistics reform and electronic business/electronic commerce initiatives is provided in the GAO report. GAO interviewed officials involved with the former DRI initiatives, as well as officials operating at all levels of the new business transformation program. In commenting on a draft of this report, DOD concurred with GAO's findings.
