GAO recommends that ODCMO strengthen its approach to track DOD Executive Agents; verify assessments are conducted; and issue implementing guidance for documenting assessments.

Many of these functions are performed by the DAFAs—DOD’s 19 defense agencies and 8 field activities intended to provide department-wide consolidated support functions. GAO has previously identified instances of fragmentation, overlap, and duplication among the DAFAs. This report evaluates the extent to which (1) DOD has assessed the continuing need for each DAFA; (2) any overlap or fragmentation among the DAFAs that provide human resources services has affected service delivery; and (3) DOD has monitored and evaluated the results of its efficiency initiatives that affect the DAFAs. GAO is making five recommendations, including for DOD to develop internal guidance to conduct and record its reviews of DAFAs; collect consistent performance information and comprehensive overhead cost information; establish time frames and deliverables for key reform efforts; and ensure routine and comprehensive monitoring and evaluation of ongoing efficiency initiatives.

Senate Report 114- 49 included a provision for GAO to report on DOD-owned utility disruptions. This report (1) describes the number, causes and impacts of utility disruptions caused by the failure of DOD-owned utility infrastructure for fiscal years 2009 through 2015; (2) assesses the extent to which owners and managers of DOD-owned systems have access to utility disruption information; and (3) assesses the extent to which the implementation of a standardized facility condition assessment process provides DOD consistent information about its utility systems. To improve utility system information, GAO is recommending that the Army, Air Force, and Marine Corps take steps or provide guidance to consistently collect disruption information, and that while the SMS utilities module is under development, DOD take steps to ensure that the services apply condition standards consistently.
