Book excerpt: The Department of Defense (DOD) relies heavily on petroleum-based fuel for mobility energy the energy required for moving and sustaining its forces and weapons platforms for military operations. Dependence on foreign oil, projected increases in worldwide demand, and rising oil costs, as well as the significant logistics burden associated with moving fuel on the battlefield, will likely require DOD to address its mobility energy demand. GAO was asked to (1) identify key efforts under way to reduce mobility energy demand and (2) assess the extent to which DOD has established an overarching organizational framework to guide and oversee these efforts. GAO reviewed DOD documents, policies, and studies, and interviewed agency officials. GAO is recommending that DOD establish an overarching organizational framework for mobility energy to improve the department's ability to guide and oversee mobility energy reduction efforts. To establish such a framework, DOD should designate an executive-level Office of the Secretary of Defense (OSD) official to be accountable for mobility energy matters, develop a comprehensive strategic plan, and improve DOD's business processes. In addition, the military services should designate executive-level focal points to establish effective communication and coordination among OSD and the military services. DOD partially concurred with the recommendations.

Book excerpt: Department of Defense (DoD) installations rely on the commercial electricity grid for 99 percent of their electricity needs, but extensive energy delivery outages in 2012 have reinforced that the U.S. electricity grid is vulnerable to disruptions from natural hazards and actor-induced outages, such as physical or cyber attacks. In the event of a catastrophic disaster--such as a severe hurricane, massive earthquake, or large-scale terrorist attack--DoD installations would also serve as a base for emergency services. To enhance energy security, DoD has identified diversifying energy sources and increasing efficiency in DoD operations as critical goals. But how to enhance energy security across the portfolio of installations is not clear and several questions remain unanswered: Energy security for how long? Under what conditions? At what cost? The underlying analytical questions are, what critical capabilities do U.S. installations provide, and how can DoD maintain these capabilities during an energy services disruption in the most cost-effective manner? Answering these questions requires a systems approach that incorporates technological, economic, and operational uncertainties. Using portfolio analysis methods for assessing capability options, this paper presents a framework to evaluate choices among energy security strategies for DoD installations. This framework evaluates whether existing or proposed installation energy security strategies enhance DoD capabilities and evaluates strategy cost-effectiveness.

While weapon platforms require large amounts of fuel, the single largest battlefield fuel consumer is generators, which provide power for activities such as cooling, heating, and lighting. Transporting fuel to forward-deployed locations presents a logistics burden and risk, including exposing fuel truck convoys to attack. This report addresses DoD's: (1) efforts to reduce fuel demand at forward-deployed locations; and (2) approach to managing fuel demand at these locations. In particular, energy usage on the battlefield, at the tip of the spear, will likely increase significantly over the next few decades. Energy delivery and management is a problem and will continue to be a challenge. We recommend a number of ways that this can be significantly improved. Measures to increase the energy performance (a term which includes consideration of energy efficiency) in military platforms and base power systems can make a significant contribution to reducing demand for fuel for forward operating bases (FOBs), remote operating bases (ROBs), and expeditionary forces; however, the high and growing energy needs of current and future military operations are likely to outpace improvements to energy efficiency and management, such that the defense sector is likely to be characterized by higher and higher energy demands. Energy intensive capabilities are under development for which there is no parallel development for power sources. We are at a pivot point. Longer term energy solutions should support sustainment of technical superiority. It is not just about basing, but warfighting capability enabled by the assured supply of energy. We have identified technologies with potential to meet this challenge of providing reliable, abundant, and continuous energy. Alternative energy technologies such as wind, tidal, solar and similar intermittent energy sources are unlikely to consistently meet current or future energy demands for FOBs, ROBs, and expeditionary forces, apart from very limited and highly specialized applications. The intermittent character of many alternative energy sources requires energy storage technology or redundant power supplies, and emerging technologies for improved energy storage do not appear able to keep pace with the growth of the DoD's energy needs.

In 2005, DOD set up the Defense Business Systems Management Committee to review and approve the business enterprise architecture a transformation blueprint and new business systems modernization investments. It also established the Business Transformation Agency, which currently reports to the Vice Chair of the Defense Business Systems Management Committee, to coordinate and lead business transformation across the department. Despite these steps, DOD has not clearly defined or institutionalized interrelationships, roles and responsibilities, or accountability for establishing a management framework for overall business transformation. For example, differences of opinion exist within DOD about the roles of various senior leadership committees. Until DOD's business transformation management framework is institutionalized and encompasses broad responsibilities for all aspects of business transformation, it will be challenging for DOD to integrate related initiatives into a sustainable, enterprise-wide approach to successfully resolve weaknesses in business operations that GAO has shown are at high risk of waste, fraud, and abuse.
