Book excerpt: The Department of Defense (DOD) relies on a network of DOD and non-DOD infrastructure assets in the United States and abroad so critical that its unavailability could hinder DOD's ability to project, support, and sustain its forces and operations worldwide. DOD established the Defense Critical Infrastructure Program (DCIP) to identify and assure the availability of mission-critical infrastructure. GAO was asked to evaluate the extent to which DOD has (1) developed a comprehensive management plan to implement DCIP and (2) identified, prioritized, and assessed its critical infrastructure. GAO analyzed relevant DCIP documents and guidance and met with officials from more than 30 DOD organizations that have DCIP responsibilities, and with Department of Homeland Security (DHS) officials involved in protecting critical infrastructure.

Our prior work,10 as well as the Standards for Internal Control in the Federal Government,11 emphasizes the importance of such a plan and management controls, respectively, to guide program implementation. Accordingly, this plan should include key elements, such as developing and issuing guidance, coordinating stakeholders efforts, and identifying resource requirements and sources. DOD s most recent effort to protect critical infrastructure began in September 2003 and, as of May 2007, most of DOD s DCIP guidance was either newly issued or still in draft form. In the absence of finalized guidance, DOD components have been pursuing Results in on established programs, such as the antiterrorism program, to implement DCIP, even though antiterrorism has not been formally linked to DCIP. Although DOD issued a DCIP directive in August 2005, the lead office ASD(HD & ASA) lacks a chartering directive that defines important roles, responsibilities, and relationships with other DOD organizations and missions. In March 2003, the Deputy Secretary of Defense required the Director of Administration and Management within the Office of the Secretary of Defense to, among other things, define the relationship between the Directorates for HD & ASA and Special Operations and Low- Intensity Conflict and Interdependent Capabilities regarding several matters, including antiterrorism missions, in a chartering directive. However, as of May 2007, more than 4 years later, this task has not been accomplished. Similarly, because DOD s strategy on tracking and monitoring critical infrastructure was not issued until 2006, components have been collecting different information on their infrastructure, which, over the long term, could complicate information sharing and analysis across the DOD components and sector lead agents.

Book Defense Critical Infrastructure

Download or read book Defense Critical Infrastructure written by Davi M. D'Agostino and published by DIANE Publishing. This book was released on 2010-10 with total page 25 pages. Available in PDF, EPUB and Kindle. Book excerpt: DoD relies on a global network of defense critical infrastructure (DCI) so essential that the incapacitation or destruction of an asset within this network could severely affect DoD's ability to support its forces worldwide. To identify and help assure the availability of this DCI, in Aug. 2005 DoD established the DCI Program (DCIP). The military services are to identify and place their critical assets into prioritized tiers, incl. Tier 1 Task Critical Assets, which are assets of such importance that their destruction would have a serious effect on the ability of one or more military services to execute their essential tasks. In May 2008, Congress directed a review of DCIP. This report reviews the assurance of electrical power supplies to DoD's critical assets. Illustrations.

Available in PDF, EPUB and Kindle. Book excerpt: This is a print on demand edition of a hard to find publication. DoD relies overwhelmingly on commercial electrical power grids for secure, uninterrupted electrical power supplies to support its critical assets and is the single largest consumer of energy in the U.S. In 2008, it was reported that "[c]ritical national security and homeland defense missions are at an unacceptably high risk of extended outage from failure of the grid". Commercial electrical power grids have become increasingly fragile and vulnerable to extended disruptions that could severely impact DoD's critical assets. This report addresses these issues and argues that with more detailed knowledge of the assets' risks and vulnerabilities to electrical power disruptions, DoD can better avoid compromising crucial DoD-wide missions during electrical power disruptions.

This book was released on 2017-09-13 with total page 42 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. military relies on the defense industrial base (DIB) to meet requirements to fulfill the National Military Strategy. The potential destruction, incapacitation, or exploitation of critical DIB assets by attack, crime, technological failure, natural disaster, or man-made catastrophe could jeopardize the success of U.S. military operations. GAO was asked to review the Department of Defense's (DOD) Defense Critical Infrastructure Program and has already reported that DOD has not developed a comprehensive management plan for its implementation. This, the second GAO report, has (1) determined the status of DOD's efforts to develop and implement a risk management approach to ensure the availability of DIB assets, and (2) identified challenges DOD faces in its approach to risk management. GAO analyzed plans, guidance, and other documents on identifying, prioritizing, and assessing critical domestic and foreign DIB assets and held discussions with DOD and contractor officials.

Book excerpt: Since 2006, ASD(HD & ASA) has collaborated with the Joint Staff to compile a list of all DOD- and non-DOD-owned infrastructure essential to accomplish DOD's missions. To support this effort, the combatant commands and military services are to identify and place their critical assets into prioritized tiers,5 including Tier 1 Task Critical Assets, which are assets of such extraordinary importance that their incapacitation or destruction would have a serious, debilitating effect on the ability of one or more military services, combatant commands, or DCIP Defense Infrastructure Sector Lead Agents to execute the mission essential tasks they support. As discussed with the committees of jurisdiction for this report, we examined (1) the extent to which the combatant commands and military services applied consistent Tier 1 Task Critical Asset list; (2) the actions ASD(HD & ASA) has taken to promote coordination among the Joint Staff, the combatant commands, and the military services to identify critical assets; and (3) the extent to which ASD(HD & ASA) developed effective program management practices related to the identification of Tier 1 Task Critical Assets, such as formal milestones, schedules, and a feedback process.

Book excerpt: The Department of Defense (DOD) relies on a global network of critical physical and cyber infrastructure to project, support, and sustain its forces and operations worldwide. The incapacitation, exploitation, or destruction of one or more of its assets would seriously damage DOD's ability to carry out its core missions. To identify and help assure the availability of this mission-critical infrastructure, in August 2005, DOD established the Defense Critical Infrastructure Program (DCIP), assigning overall responsibility for the program to the Assistant Secretary of Defense for Homeland Defense and Americas' Security Affairs (ASD[HD & ASA]). Since 2006, ASD(HD & ASA) has collaborated with the Joint Staff to compile a list of all DOD- and non-DOD-owned infrastructure essential to accomplish the National Defense Strategy. Each critical asset on the list must undergo a vulnerability assessment, which identifies weaknesses in relation to potential threats and suggests options to address those weaknesses. Data and material designated as Sensitive Compartmented Information (SCI) or associated with Special Access Programs (SAP) are among the nation's most valued and closely guarded assets, and DOD faces inherent challenges in incorporating them into DCIP. The number of individuals authorized to access SCI and SAPs is a relatively small subset of those authorized to access collateral-level classified information--that is, Confidential, Secret, or Top Secret information. Congress requested that GAO review a number of issues related to defense critical infrastructure. To date, GAO have issued two reports in response to that request. GAO's first report examined the extent to which DOD had developed a comprehensive management plan for DCIP and had identified, prioritized, and assessed defense critical infrastructure. GAO's second report examined DOD's efforts to implement a risk management approach for critical assets in the Defense Industrial Base Defense Sector. As part of GAO's ongoing work on DOD's critical infrastructure protection efforts, this report focuses on challenges DOD faces in incorporating critical SCI and SAP assets into DCIP. Specifically, this report evaluates the extent to which DOD is (1) identifying and prioritizing critical SCI and SAP assets in DCIP and (2) assessing critical SCI and SAP assets for vulnerabilities in a comprehensive manner consistent with that used by DCIP for collateral-level assets.

Book Homeland Security and Critical Infrastructure Protection

Download or read book Homeland Security and Critical Infrastructure Protection written by Ryan K. Baggett and published by Bloomsbury Publishing USA. This book was released on 2018-07-11 with total page 382 pages. Available in PDF, EPUB and Kindle. Book excerpt: A compelling overview of systems and strategies implemented to safeguard U.S. resources from a plethora of threats, the vulnerabilities and security gaps in these infrastructure systems, and options to enable the future security of the homeland. Since the first edition of this book was published in 2009, significant changes have occurred in the security landscape, both domestically and internationally. This second edition is thoroughly updated to reflect those changes, offering a complete review of the various security and resilience measures currently in place and potential strategies to safeguard life and property within the U.S. homeland. As noted in the U.S. Department of Homeland Security's National Preparedness Goal, the mission area of protection is vital to the homeland in its focus on actions to protect people, vital interests, and our nation's way of life. With that in mind, this book discusses strategies such as risk analysis and assessment, information sharing, and continuity planning. The authors focus on relevant and timely threats and hazards facing specific infrastructure components including, but not limited to, agriculture and food, banking and finance, water, energy, telecommunications, and transportation. The dynamic posture of critical infrastructure security and resilience (CISR) underscores the importance of an integrated, layered all-hazards approach. In describing this approach, the book includes new chapters on planning and guidance, public and private partnerships, cyber issues and threats, and careers in infrastructure protection. Additions such as discussion questions, learning objectives, and fundamental concepts for each chapter provide additional direction for instructors and students alike.
