Book excerpt: The Defense Financial and Investment Review (DFAIR) was chartered by the Deputy Secretary of Defense to study contract pricing, financing and profit (markup) policies. Financial data covering the years 1975-1983 were collected and analyzed by the DFAIR and compared with similar data collected during the 1970-1974 period for the Profit '76 study. Comparisons were also made with the financial results of durable goods manufacturers, and with the commercial work performed by defense contractor segments. Analysis of industry financial and investment trends indicates that the goals of many of the precious policy changes are being realized, although there are a number of refinements and improvements which need to be made. The final report of DFAIR is based on data from many sources. Four appendices (in separate volumes) contain much of the source data. The appendices are not required to understand the report, but they would be useful to anyone interested in doing further research in the subject area. The study group was composed of individuals from each Military Department, the Defense Logistics Agency, and the Defense Contract Audit Agency. The Director of the study group was from the Office of the Under Secretary of Defense (Acquisition Management). This group was responsible for performing research and collecting data to facilitate the development of recommendations for policy improvements to the steering group. Defense Manpower Data Center (DMDC) conducted a survey of DoD procurement personnel to ascertain their opinions on DoD pricing, profit, contract financing, and investment incentives policies and practices. The present volume consists of a verbatim transcription of the narrative comments offered by the respondents at the end of the formal questionnaire.

Book excerpt: Defense Manpower Data Center conducted a survey of DoD procurement personnel at the request of the Defense Financial and Investment Review Study Group. The questionnaire covered the following topics: DoD Pricing; Profit; Contract Financing; Contractor Investment Incentives. The survey was mailed to respondents in the Army, Navy, and Air Force in June, 1984. Overall response rate was 73.9 percent. Respondents agreed that DoD Procurement Policy was effective in the contribution of contract financing policies and practices to maintaining the viability of the industrial base. A majority of respondents disagreed that DoD pricing policies and practices contribute to the policy objective of the lowest possible cost to the government. Personnel believe they are in a good position to negotiate effectively with a contractor. The respondents generally disagreed with treating capital cost of money as part of the cost base for determining profit. Other topics explored were: 1)policies for determining reasonableness of the contractor's employee compensation costs, 2) efficient contractor performance and maintaining the viability of the industrial base, and 3)profits realized by the defense contractors. A majority agreed that increased capital investment by defense contractors would produce cost reductions.

The report contains a summary of comments from financial executives of commercial banks, life insurance companies, accounting firms, investment rating agencies, investment banking firms, and venture capital firms relating to the suitability and desirability of providing financing to defense oriented firms. Commercial bankers and large life insurance companies particularly welcome the business of defense contractors. The prevailing opinion is that the collection experience in this sector of industry is good and the loans are profitable for lenders. In particular, the industry is in good shape because of the present and prospective defense build-up and also because of changes that have been made in DoD profit and financing policy and in economy-wide tax policy.
