By law, GAO is to report annually on the FCS program. Also, law requires the Department of Defense (DOD) to hold a milestone review of the FCS program, now planned for 2009. This report addresses (1) what knowledge will likely be available in key areas for the review, and (2) the challenges that lie ahead following the review. To meet these objectives, GAO reviewed key documents, performed analysis, attended demonstrations and design reviews, and interviewed DOD officials. GAO suggests Congress consider not approving full funds for the program until several conditions are met, such as preparation of a complete budget for any program emerging from the milestone review. GAO also recommends the Secretary of Defense, among other things, ensure: the program that emerges conforms to current defense acquisition policy, such as technology maturity; any spin out approach is based on fully tested results; and any incremental strategy involves free-standing, justifiable increments.

In previous work, GAO found that the elements of a sound business case-firm requirements, mature technologies, a knowledge-based acquisition strategy, a realistic cost estimate, and sufficient funding-were not present. As a result, FCS is considered high risk and in need of special oversight and review. Congress has mandated that the Department of Defense (DOD) decide in early 2009 whether FCS should continue. GAO is required to review the program annually. In this report, GAO analyzes FCS development, including its requirements definition; status of critical technologies, software development, and complementary programs; soundness of its acquisition strategy related to design, production and spin-out of capabilities to current forces; and reasonableness of costs and sufficiency of funding.

There are many causes including increased complexity, funding instability, bureaucracy, and more diverse user demands, but a view that is gaining more acceptance is that better systems engineering (SE) could help shorten development time. To investigate this assertion in more detail, the US Air Force asked the NRC to examine the role that SE can play during the acquisition life cycle to address root causes of program failure especially during pre-milestone A and early program phases. This book presents an assessment of the relationship between SE and program outcome; an examination of the SE workforce; and an analysis of SE functions and guidelines. The latter includes a definition of the minimum set of SE processes that need to be accounted for during project development.

Book excerpt: This monograph addresses the following two specific questions: What should a robust acquisition investment strategy look like-one designed to perform well against all anticipated threats? How should the Army acquisition community assess the appropriateness of its investment strategy over time? The study proposes adaptation of a RAND tool called Assumption-Based Planning to help Army personnel maintain proper alignment between strategic guidance and the Army acquisition program and budget. It uses this tool to create a model that recommends acquisition investments across a broad range of capabilities. The model works toward the goal of satisfying the complex and evolving requirements specified in the national security guidance. The model applies five main steps, by identifying (1) the assumptions that underlie Army acquisition policy; (2) load-bearing assumptions, i.e., important assumptions that underpin and shape Army acquisition plans; (3) signposts or indicators that an assumption is becoming vulnerable; (4) shaping actions that can be taken to keep assumptions viable, and (5) hedging actions that can be taken to prepare for unwelcome but unpreventable developments. For the acquisitions community, shaping and hedging actions both take the form of investments.
