In addition, poorly managed growth in services spending has contributed to disappointing program outcomes. DOD weapon system acquisition and contract management have been on GAO's high-risk list for nearly 20 years.This testimony focuses on(1) planning of DOD's acquisitions; (2) contract types and the award process, including bid protests; (3) outcomes of major acquisition programs; and (4) acquisition and contractor workforce management. In 2006, a report was issued on DoD¿s processes for identifying needs and allocating resources for its weapon system programs. In 2007, it was reported that DoD consistently commits to more programs than it can support. This report assesses DoD¿s funding approach, identifies factors that influence the effectiveness of this approach, and identifies practices that could help improve DoD¿s approach.

In 2007, DOD introduced Configuration Steering Boards (CSBs) to review requirement and configuration changes that could adversely affect programs. In 2008, Congress made annual CSB meetings a requirement for all of the military departments' major defense acquisition programs. In response to the Senate report accompanying the bill for the Ike Skelton National Defense Authorization Act for Fiscal Year 2011, GAO assessed (1) the extent to which DOD has complied with the statutory requirements for CSBs, and (2) the extent to which CSBs have been effective in controlling requirements and mitigating cost and schedule risks. To conduct this work, GAO surveyed DOD's major defense acquisition programs, reviewed CSB documentation, and interviewed relevant military service and program officials. Among GAO's recommendations for DOD components are that they amend their CSB policies to be consistent with statute and align CSBs with other reviews when possible. In comments on a draft of this report, DOD concurred or partially concurred with all seven of GAO's recommendations and agreed to take action to address..."

Last year, we reported that the cumulative cost growth in DODs portfolio of major programs was $296 billion. The opportunity to achieve meaningful improvements may now be at hand with the recent introduction of major reforms to the acquisition process.In response to a mandate from this Committee, GAO has issued several reports about DODs budget and requirements processes to support weapon program stability. This follow-on report focuses on (1) identifying weapon programs that are achieving good outcomes, (2) the factors that enable some programs to succeed, and (3) lessons to be learned from these programs to guide implementation of recent reforms. GAO analyzed DODs portfolio of major defense programs and conducted case study reviews of five programs.

The Reform Act contains a number of systems engineering and developmental testing requirements that are aimed at helping weapon programs establish a solid foundation from the start of development.GAO was asked to examine(1) DODs progress in implementing the systems engineering and developmental testing requirements, (2) views on the alignment of the offices of the Directors of Systems Engineering and Developmental Test and Evaluation, and (3) challenges in strengthening systems engineering and developmental testing activities. In conducting this work, GAO analyzed implementation status documentation and obtained opinions from current and former DOD systems engineering and testing officials on the placement of the two offices as well as improvement challenges.
