Book Defence Acquisition and Procurement

Download or read book Defence Acquisition and Procurement written by Ron P. Smith and published by Cambridge University Press. This book was released on 2022-07-14 with total page 143 pages. Available in PDF, EPUB and Kindle. Book excerpt: The acquisition and procurement of major weapons systems is fraught with difficulties. They tend to be delivered late, over budget and unable to meet requirements. This Element provides an economic analysis of why this happens. Market structure, demand by the military and supply by the arms firms, shapes the conduct of the agents and generates the poor performance observed. The military are trying to counter an evolving threat, subject to a budget constraint, high R&D costs and new technologies. The interaction between a government made up of warring tribes and arms firms with considerable market and political power is further complicated by a set of what economists call 'principal-agent' problems, which are examined. While the poor performance has prompted many countries to propose reforms, the difficulty of the task and the institutional incentives faced by the actors mean that the reforms rarely solve the problem.

It also administers the Defense Intelligence Community Whistleblower Protection Program (DICWP), as a sub-mission. The Inspector General's Defense Criminal Investigative Service also conducts criminal investigations which rely, in part, on Qui Tam relators. Whistleblowers disclose acts of illegality, fraud, waste and abuse. This can prevent government failure in the future. But whistleblowers can then be targeted for retailiation, "smeared as traitors, turncoats and liars by their superiors and suffer harassmenet, punishment or firing." The Department of Defense Whistleblower Program is increasingly focused on disclosures which will aid in resolving the United States' national security threat due to fiscal failure: In 2009, the Office of the Inspector General, U.S. Department of Defense targeted the Whistleblower Protection Program as a top priority. For more than 20 years, the DoD...

Book The Process and Politics of Defense Acquisition

Download or read book The Process and Politics of Defense Acquisition written by David S. Sorenson and published by Bloomsbury Publishing USA. This book was released on 2008-12-30 with total page 229 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United States government invests billions each year on equipping armed forces with the most advanced military equipment. The root of the American defense acquisition system is driven by a combination of national interests and domestic political requirements. While fundamentally the defense acquisition system has produced results for the United States military, improvements are needed in order to continue to move forward in advancing military tactics and technology. Exploring both the systemic and political levels of the system, Sorenson argues that the United States will fall behind if the current defense acquisition system is not reformed. This book brings together elements of this complicated system, such as national security requirements, and the changes that are needed in both the structural and political pillars. A combination of political interests and the needs of the military, serviced by an ever-shrinking defense industry, make a genuine acquisition reform even more difficult, resulting in reform that is more symbolic than genuine.

Book Better Defence Acquisition

Download or read book Better Defence Acquisition written by Great Britain. Ministry of Defence and published by Stationery Office/Tso. This book was released on 2013 with total page 35 pages. Available in PDF, EPUB and Kindle. Book excerpt: This white paper sets out the Government's intentions for reform of defence equipment delivery, equipment support and logistics supply. It covers two major reforms - the creation of a new body to replace the existing Defence Equipment and Support Organisation; and the strengthening of the arrangements governing the procurement of equipment where MOD is unable to source its requirement through open competition. These reforms represent a radical change to how the Ministry of Defence conducts its business, delivering a more effective and efficient way of providing the equipment and capabilities the Armed Forces need to keep the United Kingdom secure. They will help to ensure that equipment and capabilities are delivered on time, on budget and to specification - cutting out waste and ensuring that precious resources are concentrated where they are needed most - on the front-line

Book Procurement and Politics

Download or read book Procurement and Politics written by Andrea Migone and published by Springer Nature. This book was released on 2023-06-21 with total page 160 pages. Available in PDF, EPUB and Kindle. Book excerpt: This open access book compares the experiences of large-scale military procurement in Canada and Australia. Focusing on the recent frigate and jet-fighter programmes, it demonstrates how delays suffered in delivering weapons systems and platforms in these countries have been caused by misalignments between the strategic requirements set out by the armed forces and government defence policies. By bringing the insights of public management and administration to those of defence studies, the book presents policy options that will help improve the nature of future large-project military procurement. It will appeal to scholars and students of public administration, public management, and defence studies, as well as practitioners and policymakers.

Book Defense acquisition improved program outcomes are possible

Download or read book Defense acquisition improved program outcomes are possible written by and published by DIANE Publishing. This book was released on 1998 with total page 34 pages. Available in PDF, EPUB and Kindle. Book excerpt: We are pleased to be here today to discuss issues facing the Department of Defense (DOD) in its acquisition of weapon systems, related spare parts, and other goods and services. In response to the many changes that have been witnessed in the defense acquisition environment over the last few years, DOD has begun broad-based changes to its acquisition and contracting processes. However, weapon programs continue to have questionable requirements; unrealistic cost, schedule, and performance estimates; and strategies that begin production before adequate testing has been completed. This discussion of acquisition issues is well-timed, as DOD implements plans to increase its procurement budget to $60 billion in fiscal year 2001-a 40-percent increase over last fiscal year's budget. My testimony focuses on a different approach to improving weapon acquisition outcomes based on best commercial practices and an understanding of the acquisition culture. My testimony also includes some observations on (1) DOD'S management of its acquisition workforce and organization, (2) DOD'S experience with commercial pricing of spare parts, (3) the effectiveness of DOD'S mentor-protege pilot program, and (4) federal agencies' use of multiple award task- and delivery-order contracts.

Book The Defence strategy for acquisition reform

Download or read book The Defence strategy for acquisition reform written by Great Britain: Ministry of Defence and published by The Stationery Office. This book was released on 2010-02-03 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: The UK spends approximately £20bn annually on military goods and services, around two-thirds of the total Defence Budge The challenges are constantly evolving, and there has been a succession of reforms to the acquisition process, each building on the last, and between them delivering significant improvement: more recent equipment projects show less tendency towards cost growth and time slippage; there is a more holistic, 'throughlife' approach to providing capability (Chapter 5); and a stronger and more mutually beneficial relationship with industry (Chapter 6). Around 98 per cent of major projects deliver the operational performance needed at the front line. But they also tend to increase in cost - by an average of 2.8 per cent each year - and to suffer delay averaging 5.9 months. More projects must be delivered to cost and time. An independent report into defence acquisition by Bernard Gray (available at: http://www.mod.uk/NR/rdonlyres/78821960-14A0-429E-A90A-FA2A8C292C84/0/ReviewAcquisitionGrayreport.pdf) concluded that overall plans for new equipment were too ambitious, and needed to be scaled down to match the funding likely to be available; and management of equipment portfolios must be improved. This strategy is built around those conclusions. The framework is designed so that the Ministry of Defence will make better decisions about what equipment (and wider services) to buy, how to ensure they are delivered on time, to cost and provide the desired performance; and in doing so, recognise and properly manage all the other strands (training, personnel, information, doctrine, organisation, infrastructure and logistics) needed to deliver and sustain effect on the ground.
