The objective of this analysis is to assemble factual and statistical information with regard to the mutual requirements of the Government of the Northwest Territories and Dome Petroleum and its wholly owned subsidiary Canadian Marine Drilling during a projected development of petroleum resources from the Beaufort Sea. In the inventory of infrastructure we have included physical, social, and administrative components of the infrastructure. The Beaufort Sea region has been arbitrarily selected to include the shore-base facilities which will accompany production development and the regional communities which will supply personnel and will fall within the economic influence of this development"--ASTIS database.

Each of the development scenarios currently considered involve offshore pipelines from a production structure at the wellsite to either an offshore tanker loading terminal (Arctic Production Loading Atoll - APLA) or to shore. This request for proposal is for a comprehensive study of pipeline installation protection and repair methods for the offshore pipelines considered in the various scenarios. This study will select the optimum methods for installing and protecting the pipelines. Sufficient engineering detail will be developed in order to conduct quality cost, equipment and manpower estimates of the selected methods for each scenario. Recommendations for future work are to be made considering that the pipelines should be operational by late 1985. ... [This report includes: Section I: Tender invitation letter, Section II: Instructions to tenders, Section III: Form of tender, Section IV: Contract price and price format, Section V: General conditions of agreement, Section VI: Scope of work, Section VII: Contract control procedures, and Section VIII: Appendices.
