Book excerpt: The Building 200/205 Pneumatic Transfer Tube D & D Project was directed toward the following goals: Remove any radioactive and hazardous materials associated with the transfer tube; Survey the transfer tube to identify any external contamination; Remove the transfer tube and package for disposal; Survey the soil and sand surrounding the transfer tube for any contamination; and Backfill the trench in which the tube sat and restore the area to its original condition. These goals had been set in order to eliminate the radiological and hazardous safety concerns inherent in the buried transfer tube and to allow, upon completion of the project, the removal of this project from the ANL-E action item list. The physical condition of the transfer tube and possible nuclear fuel samples lost in the tube were the primary areas of concern, while the exact location of the transfer tube was of secondary concern. ANL-E health physics technicians collected characterization data from the ends of the Building 200/205 pneumatic transfer tube in January 1998. The characterization surveys identified contamination to a level of 67,000 dpm (1,117 Bq) ([beta]/[gamma]) and 20,000 dpm (333 Bq)[alpha] smearable at the opening.

Book excerpt: The Building 594 D & D Project was directed toward the following goals: Removal of any radioactive and hazardous materials associated with the Waste Ion Exchange Facility; Decontamination of the Waste Ion Exchange Facility to unrestricted use levels; Demolition of Building 594; and Documentation of all project activities affecting quality (i.e., waste packaging, instrument calibration, audit results, and personnel exposure) These goals had been set in order to eliminate the radiological and hazardous safety concerns inherent in the Waste Ion Exchange Facility and to allow, upon completion of the project, unescorted and unmonitored access to the area. The ion exchange system and the resin contained in the system were the primary areas of concern, while the condition of the building which housed the system was of secondary concern. ANL-E health physics technicians characterized the Building 594 Waste Ion Exchange Facility in September 1996. The characterization identified a total of three radionuclides present in the Waste Ion Exchange Facility with a total activity of less than 5[micro]Ci (175 kBq). The radionuclides of concern were Co[sup 60], Cs[sup 137], and Am[sup 241]. The highest dose rates observed during the project were associated with the resin in the exchange vessels. DOE Order 5480.2A establishes the maximum whole body exposure for occupational workers at 5 rem (50 mSv)/yr; the administrative limit at ANL-E is 1 rem/yr (10 mSv/yr).

Firstly, due to their poor accessibility, there are significant difficulties in physical and radiological characterization, deployment of decontamination techniques, and physical disassembly and removal. Secondly, these types of components are present in a large number of nuclear installations. However, early nuclear design and construction practices often did not consider or incorporate eventual decommissioning requirements in their design considerations and these requirements were not commonly enforced in the early nuclear era. This is also true for those facilities situated in countries that do not have sufficient experience/expertise in performing decommissioning. Thirdly, a comprehensive assessment of the literature on nuclear decommissioning of underground components shows that this subject has not yet received any systematic coverage, despite the technical difficulties that have been encountered in actual projects to date. In fact, the literature on this subject is comprised of rather sporadic case histories. This report is intended to draw attention to a neglected field and to collate/condense sporadic information into an overview of important factors and practical guidance

It provides the following information: Objective of the Cyclotron D & D Project; A brief history of the Cyclotron facility; Overall descriptions of the Cyclotron facility and the ANL-E site; An overview of the D & D activities performed in connection with the Cyclotron D & D Project; Summary of the final status of the Cyclotron facility, including results of the final and confirmation surveys; Final cost and schedule for the Cyclotron D & D Project; Summaries of personnel exposure and total waste generated in connection with this project; and Final facility condition. This project final report was written in accordance with the requirements of the ANL-E D & D Project Planning Guidance Manual and the ANL-E D & D Program Management Plan. Book excerpt: The Environmental Management Operations' Waste Management Department (WMD) at Argonne National Laboratory-East (ANL-E) undertook the restoration of an unused foundry with the goal of restoring the area for general use. The foundry was used in the fabrication of reactor components for ANL's research and development programs; many of the items fabricated in the facility were radioactive, thereby contaminating the foundry equipment. This paper very briefly describes the dismantling and decontamination of the facility. The major challenges associated with the safe removal of the foundry equipment included the sheer size of the equipment, a limited overhead crane capability (4.5 tonne), the minimization of radioactive and hazardous wastes, and the cost-effective completion of the project, the hazardous and radioactive wastes present, and limited process knowledge (the facility was unused for many years).
