Book excerpt: Managing safety of diverse systems requires decision-making under uncertainties and risks. Such systems are typically characterized by spatio-temporal heterogeneities, inter-dependencies, externalities, endogenous risks, discontinuities, irreversibility, practically irreducible uncertainties, and rare events with catastrophic consequences. Traditional scientific approaches rely on data from real observations and experiments; yet no sufficient observations exist for new problems, and experiments are usually impossible. Therefore, science-based support for addressing such new class of problems needs to replace the traditional “deterministic predictions” analysis by new methods and tools for designing decisions that are robust against the involved uncertainties and risks. The new methods treat uncertainties explicitly by using “synthetic” information derived by integration of “hard” elements, including available data, results of possible experiments, and formal representations of scientific facts, with “soft” elements based on diverse representations of scenarios and opinions of public, stakeholders, and experts. The volume presents such effective new methods, and illustrates their applications in different problem areas, including engineering, economy, finance, agriculture, environment, and policy making.

This variation arises naturally in decision-making processes due to differences in agent-specific factors, such as training, personal preference, and opinion. In many real-world scenarios, understanding where this variation occurs is critical to inform research and policy-making. For instance, in a clinical context, it is important to identify the types of patients on which the treatment they receive depends greatly on which doctor they visit. Identifying such regions of disagreement can reveal gaps in knowledge or opportunities where best practices can be clarified. In the medical context, it can directly assist the development of more comprehensive treatment guidelines, or suggest hypotheses to be tested in medical trials. In this thesis, we present algorithmic methods to identify heterogeneity in decision-making, by characterizing the regions of disagreement where variation can be attributed largely to the decision-maker. These methods range from approximate methods to exact solutions. We provide generalization bounds where possible and test each method's performance and computational efficiency using a comprehensive set of synthetic experiments. To demonstrate how these algorithms can be used to obtain insights in clinical decision-making, we present an extensive case study on decision-making for first-line diabetes patients, using an observational dataset from a large insurance provider. We identify subpopulations of patients where this first-line decision varies by provider, and evaluate the effect of this variation on downstream outcomes. Our algorithms are implemented in an easily-usable way and are available to the public.

The book mainly covers both finitary methods of statistical equilibrium and data-driven analysis by econophysics. The late Professor Masanao Aoki of UCLA, who passed away at the end of July 2018, in his later years dedicated himself to the reconstruction of macroeconomics mainly in terms of statistical physics. Professor Aoki, who was already an IEEE fellow, was also named an Econometric Society Fellow in 1979. Until the early 1990s, however, his contributions were focused on the new developments of a novel algorithm for the time series model and their applications to economic data. Those contributions were undoubtedly equivalent to the Nobel Prize-winning work of Granger's "co-integration method". After the publications of his New Approaches to Macroeconomic Modeling and Modeling Aggregate Behavior and Fluctuations in Economics, both published by Cambridge University Press, in 1996 and 2002, respectively, his contributions rapidly became known and spread throughout the field. In short, these new works challenged econophysicists to develop evolutionary stochastic dynamics, multiple equilibria, and externalities as field effects and revolutionized the stochastic views of interacting agents. In particular, the publication of Reconstructing Macroeconomics, also by Cambridge University Press (2007), in cooperation with Hiroshi Yoshikawa, further sharpened the process of embodying “a perspective from statistical physics and combinatorial stochastic processes” in economic modeling. Interestingly, almost concurrently with Prof. Aoki’s newest development, similar approaches were appearing. Thus, those who were working in the same context around the world at that time came together, exchanging their results during the past decade. In memory of Prof. Aoki, this book has been planned by authors who followed him to present the most advanced outcomes of his heritage.

The layer consists of a family of interpreters, one for each knowledge source, and meta-knowledge. A system architecture to integrate and control diverse knowledge sources is presented. The architecture is based on the meta-level properties of the logic programming language Prolog. An implementation of the architecture is described, a Framework for Logic Programming Systems with Distributed Execution (FLiPSiDE). Knowledge-based systems play an important role in any up-to-date arsenal of decision support tools. The tremendous growth of computer communications infrastructure has made distributed computing a viable option, and often a necessity in geographically distributed organizations. It has become clear that to take knowledge-based systems to their next useful level, it is necessary to get independent knowledge-based systems to work together, much as we put together ad hoc work groups in our organizations to tackle complex problems. The book is for scientists and software engineers who have experience in knowledge-based systems and/or logic programming and seek a hands-on introduction to cooperating systems. Researchers investigating autonomous agents, distributed computation, and cooperating systems will find fresh ideas and new perspectives on well-established approaches to control, organization, and cooperation.
