However, there are also chapters that explore the non-party system Wiredu proposes as not applicable in practice. Furthermore, the issues related to transferring consensus-supporting values like communism into the contemporary Africa setting are also examined. Also discussed in the book is how current presentations of African epistemology cannot pass for epistemology, and how we could begin to think of fashioning an African epistemology from deliberation aimed at consensus.

Few have grappled with the relationship between state building (nation-building) and democratic experiments in Africa. Are certain modalities of democratization more likely to facilitate state-building than others? Has the era of democracy created the need for new state building strategies? Does the objective of state building require significant modifications in the essence and form of democracy? This collection combines theoretical explorations with empirical case studies. It looks at both anglophone and francophone countries of sub-Saharan Africa. While the contributors have written extensively on African issues, there is no consensus among the authors; most argue that integrating ethnic groups that already face discrimination and often are engaged in conflict requires compromise, political settlements, and new terms of incorporation into the state. These compromises, in turn, involve new arrangements in how democracy is perceived and instituted. Using the phrase “rhetorical citizenship” as a unifying perspective, Rhetorical Citizenship and Public Deliberation aims to develop an understanding of citizenship as a discursive phenomenon, arguing that discourse is not prefatory to real action but in many ways constitutive of civic engagement. To accomplish this, the book brings together, in a cross-disciplinary effort, contributions by scholars in fields that rarely intersect. For the most part, discussions of citizenship have focused on aspects that are central to the “liberal” tradition of social thought—that is, questions of the freedoms and rights of citizens and groups. This collection gives voice to a “republican” conception of citizenship. Seeing participation and debate as central to being a citizen, this tradition looks back to the Greek city-states and republican Rome. Citizenship, in this sense of the word, is rhetorical citizenship. Rhetoric is thus at the core of being a citizen.
