Book excerpt: Why does political decentralization seem reduce intrastate conflict more in some countries than in others? This question constitutes the central focus of Peace by Design. Brancati argues that the ability of decentralization to reduce intrastate conflict hinges on the electoral strength of regional parties. According to Brancati, regional parties tend to promote intrastate conflict by creating regional identities, advocating legislation harmful to other regions and regional minorities, and mobilizing groups to engage in conflict or supporting extremist organizations that do. Brancati also highlights a number of conditions under which regional parties are more likely to promote conflict, such as democratic transitions. Brancati further argues that decentralization increases the strength of regional parties depending on particular features of decentralization (i.e., the proportion of legislative seats a region possesses, the number of regional legislatures in a country, the upper house election procedures, the sequencing of national and regional elections). These features of decentralization vary across countries and are fundamental to explaining why decentralization is not effective in reducing conflict in all countries. Brancati's ultimate conclusion is that decentralization can be effectively designed to promote peace, as long as it is designed to encourage statewide parties to incorporate regional parties into their agendas and to limit the strength of regional parties. The author provides compelling evidence for her argument through three detailed cases studies (e.g., Czechoslovakia, Spain, and India) and a rigorous quantitative analysis in which she introduces a new dataset on constituency-level elections that will prove an invaluable resource for many future studies.

The Middle East is an exception. As a result, the norm in the region has been highly centralized, unitary systems that have, more often than not, paved the way for authoritarian rule or played witness to serious internal fragmentation and conflict divided along ethnic or religious lines.Federal Solutions for Fragile States in the Middle East makes an argument for the implementation of federalism in the post-conflict states of the Middle East. The argument operates on two levels: the theoretical and the practical. The theoretical case for federalism is backed by empirical evidence, but to accurately evaluate the practical and logistical feasibility of its implementation in any given case requires detailed knowledge of 'real world' political realities. The book's focus is on four post-conflict states — Iraq, Syria, Yemen, and Libya — though the arguments advanced within have broad regional applicability.

The authors explain how post-Soviet authoritarian regimes balance the advantages and risks and emphasize the contradictory role of external influences and threats to the institutional design of federalism and decentralization. Advancing our understanding of how the institutions of federalism and decentralization are skillfully constrained, but at the same time used by authoritarian incumbents, they show that federalism and decentralization matter in non-democracies, though the nondemocratic character of the political systems greatly modifies their effects. The authors show the implication of the COVID-19 crisis and current Russian war against Ukraine for the center-regional relations in Russia, Ukraine, and Kazakhstan. Book excerpt: There is no one-size-fits-all decentralized fix to deeply divided and conflict-ridden states. One of the hotly debated policy prescriptions for states facing self-determination demands is some form of decentralized governance - including regional autonomy arrangements and federalism - which grants minority groups a degree of self-rule. Yet the track record of existing decentralized states suggests that these have widely divergent capacity to contain conflicts within their borders. Through in-depth case studies of Chechnya, Punjab and Québec, as well as a statistical cross-country analysis, this book argues that while policy, fiscal approach, and political decentralization can, indeed, be peace-preserving at times, the effects of these institutions are conditioned by traits of the societies they (are meant to) govern. Decentralization may help preserve peace in one country or in one region, but it may have just the opposite effect in a country or region with different ethnic and economic characteristics.

As Westerners rushed to join the nascent Caliphate in Syria/Iraq, others simultaneously traveled to another foreign war on what many would call Europe’s doorstep: the Russo-Ukrainian war. This book unmasks this largely unknown group of fighters as the author dives into the fighters’ ideological and social backgrounds, their motivations for joining the conflict, their travails on the way there and their battle record in Eastern Ukraine. To a large extent based on interviews with the fighters themselves, it is a study on how and why men risk their lives while fighting a foreign war – and attract the attention of security services at home upon their return. Particularly, given the Russian invasion of Ukraine in February 2022 and the growing interest in far-right violence worldwide, the book evaluates whether these returnees constitute another security threat to the West. This volume will be of interest to all those researching small wars, terrorism, peace and conflict studies and right-wing extremism.
