Available in PDF, EPUB and Kindle. Book excerpt: The dissertation examines the political challenges of public utility reform through the analysis of urban water and sanitation services in Mexico. Decentralization of services to municipal governments was coupled with promotion of "market-based" policies in the 1980s and 1990s. However, the unpopularity of these policies provided political obstacles for mayors now charged with reforming the sector because many consumers were not accustomed to paying for water services. These policies--increased water prices, rigorous fee collection practices, and service suspension for non-payment--were political costs felt in the short-term, whereas the benefits of reform were long-term service improvements in water quality and quantity, reduced environmental pollution, and increased economic and social development. This problem of time inconsistency is a challenge even for pro-reform mayors because mayors in Mexico have a narrow window of time within which to enact policy. Mayoral administrations are three years long with no immediate re-election, and bureaucratic administrators follow the electoral cycle, which further exacerbates the challenge of long-term policymaking. Based on a comparative analysis of nine Mexican municipalities, I argue that mayors whose constituent base is primarily composed of middle and upper income consumers and business are more likely to reform because these groups are more able to pay short-term costs for long-term service improvements than the urban poor. With the support of a pro-reform mayor, reform is likely under two conditions: a) the presence of a water intensive industry and b) institutional support from the state government. Water intensive industry prioritizes improvement in service delivery, calculates costs based on the long run, and, further, has long-term financial and professional ties in the community. Water intensive industry is well positioned to support the policy process over time by participating in the leadership of the water utility board of directors. Also, water intensive industry can help offset the costs of reform because it pays more per cubic meter through a block tariff pricing scheme, a policy that subsidizes domestic consumers and helps to finance the reform agenda. Therefore, water intensive industry can lengthen the political problems of imposing costs in the short-term for mayors, lowering the costs to consumers before the long-term benefits of service improvements appear. Finally, state governments can provide legal, fiscal and technical resources that can help shorten the learning curve of incoming mayoral administrations. As such, state government can shorten the long-term planning of the reform process to make it more consistent with the shorter electoral cycle found at the municipal level. This research advances debates on policy adoption and implementation, highlighting the importance of political-business coalitional support as well as the role of inter-tier relations in maintaining policies over time.

Book excerpt: This project examines the impact of intergovernmental relations and municipal capacity on the process of decentralization of water services through a subnational examination of water service delivery in central Mexico. Conventional thinking is that local governments must have already developed an institutional and administrative capacity in order to provide adequate public services. Others argue that capacities will be developed through the process of giving local governments authority over service provision. Additionally the unique political history of Mexico, a one-party dominant federal government until 2000, provides an interesting opportunity to examine the effects of intergovernmental relations on the provision of public services. Mexico's decentralization reforms have been both hailed as a move in the right direction by international lending institutions and criticized by academics and political observers as an attempt by the historically centralized government to retain control by decentralizing without delegating the necessary authority. The primary research question of this study is: how do intergovernmental relations and municipal capacity influence the process of decentralizing water services, the form that decentralization takes, and the quality of the services provided? Related to this question is whether local governments need to have already developed capacity in order to adequately provide public services or whether this capacity can be acquired "on the job", what impacts political affiliations at the local and state level make, and how various federal and state institutions related to water have shaped the process of decentralization and ultimately the quality and coverage of local water services. These questions and considerations will be addressed through an examination of water services at the municipal and state level in the Mexican states of Guanajuato, San Luis Potosí, and Zacatecas, Mexico.

Book excerpt: The dissertation analyzes local governance of groundwater resources in a viticulture region in Baja California, Mexico. The analysis is based on empirical research conducted in the study site, Guadalupe Valley from 2008-2013. Multiple methods were employed to gather data on groundwater governance in the region such as 1) expert interviews with local hydrogeologists, water management officials, and university scientists, 2) archival data research, 3) semi-structured interviews in Sonoma Valley and Guadalupe Valley and 4) a survey conducted with 167 respondents in Guadalupe Valley. The research design and analysis is based on E. Ostrom's Social Ecological Systems (SES) framework. The aim of the research was to assess the participation by local groundwater users in the local citizen based groundwater association. Participation was measured in a number of ways such as attendance at regular meetings, visits to the local office, well registration, water meter installation, and volunteering. Core findings of the research show that the local association contributes to social inequality by favoring commercial viticulture producers. Small-scale groundwater users are not well represented by the association and are more likely to be punished under the regulations and in addition have limited access to clean reliable groundwater. The dissertation is organized into three chapters. The first chapter, Social Ecological Systems Analysis of A Water Fund for Ensenada Region, Baja California Mexico,presents an SES analysis of the Ensenada Region, where the Guadalupe Valley is located, to determine the likelihood of establishing a novel water conservation strategy. The chapter is adapted from a collaborative report prepared for and sponsored by The Nature Conservancy in 2013. The second chapter, Power and the Distribution of Knowledge in a Local Groundwater Association in Guadalupe Valley, Mexico's Premier Viticulture Region, is a book chapter for Collaborative Governance Regimes (forthcoming in 2015). The chapter focuses on power asymmetries in the local groundwater governance association that is an obstacle to the distribution of knowledge regarding the new rules. The third and final chapter, Powerless participation: Decentralization, Local Groundwater Governance, and Social Inequality,analyzes decentralized local governance in Mexico by looking at Guadalupe Valley as a case study. In the chapter, I argue, that decentralization supports the legal and institutional foundation that facilitates economic liberalization. The evidence shows that the aims of democratic decentralization (equal representation and distribution of benefits) are trumped by the economic development goals of neoliberalization. The results of the dissertation research can inform environmental policies that promote decentralization and local governance by demonstrating that power can be an obstacle to equitable democratic representation and distribution of resources. The research contributes to literature on environmental local governance, environmental justice and groundwater governance.
