Book excerpt: This publication examines the first 10 years of the implementation of decentralisation policies in Madagascar, which has seen a number of reversals and uncertainties. Although the country's economy remains highly centralised one, many positive lessons can be drawn from the country's experience. The study analyses local government finances and develops a methodology for measuring local financing needs (local fiscal gap methodology). It highlights the need for a number of structural reforms, including increasing transfers to rural communes so that per capita allocations would be the same across rural and urban communes, and assigning revenues to one level of government only, except for some very specific types of taxes.

Book excerpt: In recent years, authoritarian states in the Middle East and North Africa have faced increasing international pressure to decentralize political power. Decentralization is presented as a panacea that will foster good governance and civil society, helping citizens procure basic services and fight corruption. Two of these states, Jordan and Morocco, are monarchies with elected parliaments and recent experiences of liberalization. Morocco began devolving certain responsibilities to municipal councils decades ago, while Jordan has consistently followed a path of greater centralization. Their experiences test such assumptions about the benefits of localism. Janine A. Clark examines why Morocco decentralized while Jordan did not and evaluates the impact of their divergent paths, ultimately explaining how authoritarian regimes can use decentralization reforms to consolidate power. Local Politics in Jordan and Morocco argues that decentralization is a tactic authoritarian regimes employ based on their coalition strategies to expand their base of support and strengthen patron-client ties. Clark analyzes the opportunities that decentralization presents to local actors to pursue their interests and lays out how municipal-level figures find ways to use reforms to their advantage. In Morocco, decentralization has resulted not in greater political inclusivity or improved services, but rather in the entrenchment of pro-regime elites in power. The main Islamist political party has also taken advantage of these reforms. In Jordan, decentralization would undermine the networks that benefit elites and their supporters. Based on extensive fieldwork, Local Politics in Jordan and Morocco is an important contribution to Middle East studies and political science that challenges our understanding of authoritarian regimes’ survival strategies and resilience.

Book excerpt: 'Decentralization in Client Countries' assesses the effectiveness of Bank support for decentralization between fiscal years 1990 and 2007 in 20 countries, seeking to inform the design and implementation of future support. Given the difficulties of measuring the results of decentralization, the evaluation uses intermediate outcome indicators- such as strengthened legal and regulatory frameworks for intergovernmental relations, improved administrative capacity, and increased accountability of subnational governments and functionaries to higher levels of government and to local citizens- to assess the results of Bank support in these 20 cases. To examine potential lessons at a sectoral level, the evaluation also assesses whether Bank support for decentralization improved intermediate outcomes for service delivery in the education sector in 6 of the 20 countries.

Book excerpt: Fiscal decentralization is becoming a pressing issue in a number of countries in sub-Saharan Africa, reflecting demands for a greater local voice in spending decisions and efforts to strengthen social cohesion. Against this backdrop, this paper seeks to distill the lessons for an effective fiscal decentralization reform, focusing on the macroeconomic aspects. The main findings for sub-Saharan African countries that have decentralized, based on an empirical analysis and four case studies (Kenya, Nigeria, South Africa, Uganda), are as follows: • Determinants and effectiveness: Empirical results suggest that (1) the major driving forces behind fiscal decentralization in sub-Saharan Africa include efforts to defuse ethnic conflicts, the initial level of income, and the urban-ization rate, whereas strength of democracy is not an important determi-nant for decentralization; and (2) decentralization in sub-Saharan Africa is associated with higher growth in the presence of stronger institutions. • Spending assignments: The allocation of spending across levels of gov-ernment in the four case studies is broadly consistent with best practice. However, in Uganda, unlike in the other three case studies, subnational governments have little flexibility to make spending decisions as a result of a deconcentrated rather than a devolved system of government. • Own revenue: The assignment of taxing powers is broadly in line with best practice in the four case studies, with the bulk of subnational revenue coming from property taxes and from fees for local services. However, own revenues are a very small fraction of subnational spending, reflecting weak cadaster systems and a high level of informality in the economy.

The report notes the risk-sharing arrangements developed by Korean policymakers and the flexible adaptation of directed credit programs to the changing needs of the Korean economy. The authors also emphasize the long-term costs of reliance on directed credit programs and the measures taken in recent years to redirect the programs' objectives and redress the imbalances that have arisen along Korea's path to economic development.
