Book Planning from Below

Download or read book Planning from Below written by Marta Harnecker and published by Monthly Review Press. This book was released on 2019-06-24 with total page 307 pages. Available in PDF, EPUB and Kindle. Book excerpt: A simple and revolutionary toolbox to help any group create an actual and functioning democracy In this book, Marta Harnecker, with Spanish economist José Bartolomé, shares some of her wisdom on how communities everywhere can gain empowerment. For, when impoverished people became involved in the planning process, they no longer feel like beggars demanding solutions from the state; they become the creators of their own destiny. Set out in two parts; this book first demonstrates the importance of community participants working outside a hierarchy, to allow as much decentralization as possible. The second part of the book centers on the methodology of this process: the various tasks taken on by participants and how, in planning processes over years, they are carried out.

Book Decentralised Governance and Planning in Karnataka India

Download or read book Decentralised Governance and Planning in Karnataka India written by Satyanarayana Sangita and published by Cambridge Scholars Publishing. This book was released on 2011-05-25 with total page 145 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Indian Constitution provides local institutions with the status of local self-governments. The Constitutional status means that the local governments are on par with the Central and State governments. In that status they can plan for their economic and human development. This fact, however, is undermined in practice at the state/province level. The provision provided in the 74th Amendment Act of the Constitution for creating and activating District Planning Committees (DPCs) is the responsibility of the state governments. This often is also in contradiction with the interests of the realpolitik of the state level. Often DPCs are not constituted, and if constituted, they are dysfunctional. The creation of the institutions for local level independent planning and budgeting itself is a political process. This is the story not only in the backward states of India but also in states such as Karnataka that have historically been more progressive than other states with respect to local self-government. This book is a study of the Tumkur district in rural Karnataka. Karnataka is traditionally known as a state which championed the decentralisation process. The state is also known for the ‘Karnataka Model’ of development, wherein rural decentralisation combined with the advanced information and biotechnology led economic development process is supposed to constitute such a model. In that context this book examines the devolution process to local governments, the process of the integration of plans—rural with urban plans and different sectors with each other—and the implementation of district level plans. The book is a product of primary research in Karnataka, India and brings to light various aspects of decentralised planning in Karnataka that are instructive for the other Indian states as well as many developing countries where currently decentralised planning is implemented.

Book Local Democracy and Development

Download or read book Local Democracy and Development written by T. M. Thomas Isaac and published by Rowman & Littlefield. This book was released on 2002 with total page 268 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this definitive history, a key figure in the People's Campaign in Kerala provides a unique insider's account of one of the world's most extensive and successful experiments in decentralization. Launched in 1996, the campaign mobilized over 3 million of Kerala's 30 million people and resulted in bottom-up development planning in all 1,052 of its villages and urban neighborhoods. The authors tell a powerful story of mass mobilization and innovation as bureaucratic opposition was overcome, corruption and cynicism were rooted out, and parliamentary democracy prevailed. Considering both the theoretical and applied significance of the campaign in the context both of India's development since independence and of recent international debates about decentralization, civil society, and empowerment, the book provides invaluable lessons for sustainable development worldwide.
