It therefore calls a decentralized system that caters for the voters’ preferences while providing for their services. The people’s concerns call for local planning and the transfer of power to the public so that services are brought nearer to the people. This study will cover the aspects of local government and decentralization such as good governance, democratization, civil society, deconcentration, devolution and delegation, and its relation to the development of societies.

While participatory budgeting has been a favorite topic of many scholars studying this new phenomenon, there are many other types of ongoing experiments. In Barrio Democracy in Latin America, Eduardo Canel focuses our attention on the innovative participatory programs launched by the leftist government in Montevideo, Uruguay, in the early 1990s. Based on his extensive ethnographic fieldwork, Canel examines how local activists in three low-income neighborhoods in that city dealt with the opportunities and challenges of implementing democratic practices and building better relationships with sympathetic city officials.

Book excerpt: Since its adoption in 2015, the 2030 Agenda on Sustainable Development has shaped not only international development cooperation but also the design of national trajectories for social and economic development. In tandem with other global agendas adopted that year (such as the Paris Agreement on Climate Change and UN Habitat’s New Urban Agenda) it remains the global and regional blueprint for sustainable development despite the COVID-19 pandemic. The term "localizing the Sustainable Development Goals (SDGs)" has been used to capture the importance of subnational governments for achieving national SDG agendas. However, there is little deeper analysis of the required nexus between fiscal, political, and legal arrangements for SNGs; their involvement in national policy arenas (which discuss and decide on national SDG strategies); and the need for locally disaggregated data systems on the one hand, and effective SDG localization strategies on the other hand. It is this aspect which the present publication explores in greater detail by using country examples and conceptual analyses. The text will be of interest to policymakers, scholars, students and practitioners in public policy and public administration, decentralization, and sustainable development, with a focus on the Asia and Pacific region. Many countries are decentralizing because they believe this can help stimulate economic growth or reduce rural poverty, goals central government interventions have failed to achieve. Some countries see it as a way to strengthen civil society and deepen democracy. Some perceive it as a way to off-load expensive responsibilities onto lower level governments. Thus, decentralization is seen as a solution to many different kinds of problems. This report examines the origins and implications decentralization from a political economy perspective, with a focus on its promise and limitations. It explores why countries have often chosen not to decentralize, even when evidence suggests that doing so would be in the interests of the government. It seeks to explain why since the early 1980s many countries have undertaken some form of decentralization. This report also evaluates the evidence to understand where decentralization has considerable promise and where it does not. It identifies conditions needed for decentralization to succeed. It identifies the ways in which decentralization can promote rural development. And it names the goals which decentralization will probably not help achieve.

Women often find themselves excluded from full citizenship by legal systems which leave men to look after the interests of their female dependants. People from marginalized communities also often find that the state fails to respond to their needs and interests. Finally, migrants e" a growing group of women and men in our global economy e" live precariously as aliens in states which do not acknowledge their claims to basic security and services. Topics here include the tension between cultural sensitivity and universal concepts of rights; reinterpretations of citizenship in communities where the state has failed to guarantee political or economic rights; and projects that are helping to advance active citizenship by increasing peoplee(tm)s voice in decisionmaking.

At the same time, they began a process of shifting many governmental responsibilities from the national to the state and local levels. Much has been written about how decentralization has fostered democratization, but informal power relationships inherited from the past have complicated the ways in which citizens voice their concerns and have undermined the accountability of elected officials. In this book, Andrew Selee seeks to illuminate the complex linkages between informal and formal power by comparing how they worked in three Mexican cities. The process of decentralization is shown to have been intermediated by existing spheres of political influence, which in turn helped determine how much the institution of multiparty democracy in the country could succeed in bringing democracy “closer to home.”

It historicizes contemporary debates on citizenship in the postcolonial world. Citizenship has been called the “organizing principle of state-society relations in modern states”. Democratization is today most intense in the non-Western, post-colonial world. Yet “real” citizenship seems largely absent there. Only a few rights-claiming, autonomous, and individualistic citizens celebrated in mainstream literature exist in post-colonial countries. In reflecting on one concrete story to examine the core dilemmas facing the study of citizenship in postcolonial settings, this book challenges ethnocentricity found within current scholarly work on citizenship in Europe and North America and addresses issues of institutional fragility, political violence, as well as legitimacy and aspirations to freedom in non-Western cultures.
