Available in PDF, EPUB and Kindle. Book excerpt: This Technical Assistance Report discusses key recommendations for implementing fiscal decentralization in Mali. It proposes to set an optimal administrative organization of the territory, which should aim at building consistent and sustainable local governments that are best suited to address specific local needs. In this context, the regions deemed to be best suited to handle funds are envisaged to be decentralized and with large-scale development actions. The local government revenue should be optimized through local taxation, and an efficient system of transfers from the central government should be introduced. The report also proposes establishing good financial governance in Mali.

Book Mali

Download or read book Mali written by Benoit Taiclet and published by . This book was released on 2015 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The long-established process for decentralization, as anchored in Mali is institutional framework, has delivered results over the years. In particular, the communes have become pillars of the local sociocultural framework. For more than three decades, they have provided basic services, particularly in the education and health sectors, and somewhat initiated local development. Nevertheless, the lack of sufficient financial and human resources for local governments to handle their responsibilities has been a major impediment to local development and poverty reduction. Central government agencies deployed in the Malian hinterland, with little guidance and financing, was insufficient to boost local development. The question of decentralization has thus re-heated debates in the context of the Northern Mali crisis and its subsequent political and military instability.

Book Democracy and Decentralisation in South Asia and West Africa

Download or read book Democracy and Decentralisation in South Asia and West Africa written by Richard C. Crook and published by Cambridge University Press. This book was released on 1998-12-03 with total page 356 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is an in-depth empirical study of four Asian and African attempts to create democratic, decentralised local governments in the late 1980s and 1990s. The case studies of Ghana, Cote d'Ivoire, Karnataka (India) and Bangladesh focus upon the enhancement of participation; accountability between people, politicians and bureaucrats; and, most importantly, on whether governmental performance actually improved in comparison with previous forms of administration. The book is systematically comparative, and based upon extensive popular surveys and local field work. It makes an important contribution to current debates in the development literature on whether 'good governance' and decentralisation can provide more responsive and effective services for the mass of the population - the poor and disadvantaged who live in the rural areas.

Book excerpt: In recent decades laws passed by African governments to transfer power and resources to local and other subnational governments (SNGs) have been greeted by many in the policy community with enthusiasm. But how far has decentralization really gone in Africa? How well does it work? And what have been its consequences? The authors of Decentralization in Africa work within a common conceptual framework to examine the process in 10 countries contrasting clear increases in the legal authority of SNGs with the reality of limited successes in deepening democracy.
