While in recent decades most European countries have implemented devolution policies trying to tackle different political, social or bureaucratic problems, some others have instead regionalised their territory, applied federal or pseudo-federal reforms and strengthened the role of subnational governments. This volume analyses decentralisation in these countries using different variables including history, territorial organisation, civil service and financing, and reveals how this phenomenon leads to complex intergovernmental linkages. The evolution of territorial decentralisation, the political tensions between centre and periphery, the autonomy of the subnational governments and their functions and competences, the tools of co-ordination and co-operation, and the features and role of civil service are the main issues studied here with an interdisciplinary approach.

The Council3appoints them for a four year term on proposal of the member states.4Each member state itself decides how to chose the representatives in the CoR: Some of the countries, like Germany, Austria and, to a certain extend, Spain, leave this matter to the regions and the municipalities themselves.5One example, how the representatives can be elected, is to be seen in the German region (Land) Schleswig-Holstein. Like in every German Land, the Landtag, the directly elected regional parliament, decides about the representative in the CoR. In 2001, the members of the parliament voted for minister-president Heide Simonis.6So, the directly elected members of the parliament decided who should represent the people’s interest on the European level. Indirectly, everybody had an influence on the decision by taking part on the regional election. On the other hand, in some states, like France and the United Kingdom, the national government decides about the members of the Committee of the Regions.7In the United Kingdom, the Foreign Office co-ordinates the list of its 24 full and alternate members in the Committee of the Regions. It is able to appoint members form the range of UK local authorities but also from the Scottish Parliament, the Northern Ireland and the Welsh Assembly.8 According to the rules of the CoR, the representatives send to the institution should reflect the political, geographical and regional/local balance in the respective member state.9Although e.g. the UK government says that the political and regional balance are considered when the members of the Committee are appointed10, the regions and municipalities do not have the power to decide on their own who should represent the region’s interest on the European level. Their representative does not necessarily reflect the political colour of the majority in the region when the central government appoints the members of the CoR without having to consider the regions themselves.

Supposedly, this is a general trend taking place throughout the developed world and beyond. In this volume the processes of devolution and decentralisation in social security are researched from a comparative European perspective, taking into account the constitutional setting and the architecture of the social security systems. The book includes thirteen country studies based on a uniform format and three overarching contributions. The greater picture that emerges is that social insurance and family allowances are still very much a national competence and are predominantly functionally decentralised to a number of specialised agencies and institutions. There are only limited exceptions. A different conclusion must be drawn when we look at social assistance and social care. In many countries the role of local authorities has gradually increased over a longer period. However, in some countries this trend is reversing, and municipal powers are being limited or even taken back by central government. Book excerpt: European nations allocate public sector resources with the general aim of increasing the well-being and welfare of their citizens through a fair and efficient distribution of these public goods and services. However, 'who' delivers these goods and services and 'how well' they are delivered are essential in determining outcomes in terms of well-being. Drawing on data from the European Social Survey database, this paper uses Amartya Sen's social welfare index framework -- accounting for the trade-off between the maximization of public sector resources and an equitable distribution of these resources -- to examine the influence of political decentralisation ('who' delivers the resources) and whether this influence is moderated by governance quality ('how well' they are delivered) on individual subjective well-being. The findings of the econometric analysis reveal that decentralisation does not always lead to higher well-being, as the benefits of political decentralisation are highly mediated by the quality of national governance. In countries with high governance quality, political decentralisation results in a greater satisfaction with health provision, while in lower quality governance countries, a more decentralized government can increase the overall satisfaction with life, the economy, government, democracy and the provision of education, but not necessarily with health-related services.
