Book Debt Relief Initiatives Development Assistance and Service Delivery in Africa

Download or read book Debt Relief Initiatives Development Assistance and Service Delivery in Africa written by African Development Bank and published by Oxford University Press. This book was released on 2009-04-23 with total page 204 pages. Available in PDF, EPUB and Kindle. Book excerpt: The African Development Bank commissioned four case studies on Debt Relief Initiatives, Development Assistance and Service Delivery in Ghana, Malawi, Senegal, and Uganda from the last quarter of 2006 to mid 2007. The objective of the study was to appraise the extent to which debt relief resources are being used to improve social service delivery. There is strong agreement from all four case studies that debt relief created flexibility in governments spending by playing the role of flexible and predictable budget support. In this context, governments acquired more degrees of freedom to allocate debt relief resources in line with their own objectives. In all four countries debt relief resources were more easily transformed into MDG-related spending than tied aid. The case studies had a consensus in identifying the accountability of public institutions to civil society, through community monitoring or execution of expenditures, as the most effective means of enhancing spending effectiveness. This formed the basis for the success observed in program implementation. From the findings of the case studies it is clear that debt relief can lead to enhanced service delivery provided certain conditions prevail. These conditions can be influenced by donors as well as the willingness of beneficiary governments to undertake reforms. The general observation across the case studies is that debt relief has a major positive impact on service delivery, and progress towards the MDGs, when beneficiaries: (i) have high capacity in MDG spending, (ii) are highly accountable, and (iii) receive stable and high-quality aid.

Book Debt Relief and Sustainable Development in Sub Saharan Africa

Download or read book Debt Relief and Sustainable Development in Sub Saharan Africa written by George C. Abbott and published by Edward Elgar Publishing. This book was released on 1993 with total page 216 pages. Available in PDF, EPUB and Kindle. Book excerpt: Sub-Saharan Africa is facing a debt crisis of major international significance. Not only have debt levels risen sharply, but output and exports have stagnated. Standards of living have fallen drastically, and in many cases have been reduced to the level of the early 1960s. This important book argues that it is impossible for Sub-Saharan African countries to resolve the debt crisis without outside assistance. The conventional methods of debt consolidation are inappropriate and of limited use in their case. The SSA countries need to undertake major structural reforms if they are to get out of debt and achieve long term sustainable growth and development. The book provides an integrated debt-development strategy for achieving both these goals. Debt Relief and Sustainable Development in Sub-Saharan Africamakes a significant contribution to an important but hitherto relatively neglected area of the international debt crisis. It will be essential reading for development economists as well as all those with an interest in contemporary Africa.

Book Where Credit is Due

Download or read book Where Credit is Due written by Gregory Smith and published by Oxford University Press. This book was released on 2021-12-01 with total page 230 pages. Available in PDF, EPUB and Kindle. Book excerpt: Borrowing is a crucial source of financing for governments all over the world. If they get it wrong, then debt crises can bring progress to a halt. But if it's done right, investment happens and conditions improve. African countries are seeking calmer capital, to raise living standards and give their economies a competitive edge. The African debt landscape has changed radically in the first two decades of the twenty-first century. Since the clean slate of extensive debt relief, states have sought new borrowing opportunities from international capital markets and emerging global powers like China. The new debt composition has increased risk, exacerbated by the 2020 coronavirus pandemic: richer countries borrowed at rock-bottom interest rates, while Africa faced an expensive jump in indebtedness. The escalating debt burden has provoked calls by the G20 for suspension of debt payments. But Africa's debt today is highly complex, and owed to a wider range of lenders. A new approach is needed, and could turn crisis into opportunity. Urgent action by both lenders and borrowers can reduce risk, while carefully preserving market access; and smart deployment of private finance can provide the scale of investment needed to achieve development goals and tackle the climate emergency.

Download or read book African Development Report 2006 written by and published by Oxford University Press, USA. This book was released on 2006-11-02 with total page 168 pages. Available in PDF, EPUB and Kindle. Book excerpt: The African Development Report 2006 is the eighteenth annual survey of economic and social progress in Africa. The Report provides comprehensive analysis of the state of the African economy, examining development policy issues affecting the economic prospects of the continent. The African Development Bank Group is a regional multilateral development finance institution the members of which are all of the 53 countries in Africa and 25 countries from Asia, the Middle East, Europe, North and South America. The purpose of the Bank is to further the economic development and social progress of African countries individually and collectively. To this end, the Bank promotes the investment of public and private capital for development, primarily by providing loads and grants for projects and programs that contribute to poverty reduction and broad-based sustainable development in Africa. The non-concessional operations of the Bank are financed from its ordinary capital resources. In addition, the Bank's soft window affiliates - the African Development Fund and the Nigeria Trust Fund - provide concesssional financing to low-income countries that are not able to sustain loans on market terms.

Book Debt Development and Equity in Africa

Download or read book Debt Development and Equity in Africa written by Karamo N. M. Sonko and published by University Press of America. This book was released on 1994 with total page 244 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book assesses the impact of the African debt crisis on poverty. The author studies the relationship between debt and socio-economic development in Sub-Saharan Africa. Furthermore, Sonko analyzes the impact of debt-induced expenditure adjustments, including budgetary retrenchment in an African economy undergoing structural adjustment. Sustainable, self-reliant development, debt relief, and the redesign of structural adjustment programs to make them less controversial and more effective in Africa are required. The overall analysis is conducted with a view to what the author refers to as the "state of global interconnectedness," implying the need for global economic policy coordination and assistance in finding solutions to Africa's development problems. Contents: The Debt Burden: Trends, Causes and Comparative Analysis; Debt and Development; Debt, Adjustment and Equity; Structural Adjustment Programs: Criticisms, Evolution and Forms for the 1990s; The African Debt Crisis: What Can and Should be Done?
