The Navy's proposed FY2020 budget requests $155.9 million in procurement funding to help complete the total procurement cost of the three DDG-1000 class ships. The Navy estimates the combined procurement cost of the three DDG-51s requested for procurement in FY2020 at $5,463.0 million, or an average of $1,821.0 million each. The ships have received $363.7 million in prior-year Economic Order Quantity (EOQ) advance procurement (AP) funding (i.e., funding for up-front batch orders of components of DDG-51s to be procured under the FY2018-FY2022 MYP contract). The Navy's proposed FY2020 budget requests the remaining $5,099.3 million in procurement funding needed to complete the estimated procurement cost of the three DDG-51s, as well as $224.0 million in EOQ funding for DDG-51s to be procured in FY2021 and FY2022, bringing the total amount requested for the DDG-51 program for FY2020 to $5,323.3 million, excluding outfitting and post-delivery costs. Issues for Congress for FY2019 for the DDG-51 and DDG-1000 destroyer programs include the following: whether to approve, reject, or modify the Navy's FY2019 funding requests for the DDG-51 and DDG-1000 programs; whether to provide funding for the procurement of an additional DDG-51 (for a total procurement of four DDG-51s rather than three) in FY2019; continued cost growth in the DDG-1000 program; the Navy's intended shift in mission orientation for the DDG-1000s; cost, schedule, and technical risk in the Flight III DDG-51 effort; and the lack of an announced Navy roadmap for accomplishing three things in the cruiser-destroyer force: restoring ship growth margins; introducing large numbers of ships with integrated electric drive systems or other technologies that could provide ample electrical power for supporting future electrically powered weapons; and introducing technologies for substantially reducing ship operating and support (O&S) costs.

Book excerpt: This project is designed to provide a class-wide list of items for inclusion in the Phased Replacement Program (PRP) for each ship in the DDG 51 Arleigh Burke Class of Guided Missile Destroyers (DDGs). Current business practice involves the Supply Officer on each ship generating and maintaining an independent ship-specific list. This practice reduces the efficiency in the supply chain for these items by not maximizing the demand and ordering structure. The intention of the generation of a class-wide list is to improve the ordering periodicity and provide visibility for replenishment of these parts at the unit level for further consolidation at the class-wide level for oversight, management, and guidance. Research was conducted using PRP lists gathered during ship visits, review of Naval Surface Forces' online financial management Continuous Monitoring Program, and cross referencing the data with Defense Logistics Agency's inventory management databases to validate the PRP items selected for inclusion in the class-wide list for items that should be tracked, stored, and managed on all DDGs. The resulting PRP list is meant to provide a baseline for ship Supply Departments to use and does not include every PRP item that ships must have.

This report assesses a 72-month operational schedule followed by an extended depot maintenance period for one class of ships - the DDG-51 Arleigh Burke class of destroyers - to determine what cost and efficiency benefits this approach might yield. The authors find that this longer cycle would lead to a modest increase in operational availability but also to an increase in maintenance costs, and that it would require the Navy to better address ongoing maintenance issues that have accrued over the years"--Back cover.
