Available in PDF, EPUB and Kindle. Book excerpt: There are 177 waste storage tanks containing over 210,000 m3 (55 million gal) of mixed waste at the Hanford Site. The River Protection Project (RPP) has adopted the data quality objective (DQO) process used by the U.S. Environmental Protection Agency (EPA) (EPA 1994a) and implemented by RPP internal procedure (Banning 1999a) to identify the information and data needed to address safety issues. This DQO document is based on several documents that provide the technical basis for inputs and decision/action levels used to develop the decision rules that evaluate the transfer of wastes. A number of these documents are presently in the process of being revised. This document will need to be revised if there are changes to the technical criteria in these supporting documents. This DQO process supports various documents, such as sampling and analysis plans and double-shell tank (DST) waste analysis plans. This document identifies the type, quality, and quantity of data needed to determine whether transfer of supernatant can be performed safely. The requirements in this document are designed to prevent the mixing of incompatible waste as defined in Washington Administrative Code (WAC) 173-303-040. Waste transfers which meet the requirements contained in this document and the Double-Shell Tank Waste Analysis Plan (Mulkey 1998) are considered to be compatible, and prevent the mixing of incompatible waste.

Three grab samples (IA-96-1, IA-96-2 and IA-96-3) were taken from riser 4 of tank 241-A-101. Samples were collected on April 3, 1996 and received by the 222-S Laboratory on April 4, 1996. Analyses were performed in accordance with the Compatibility Grab Sampling and Analysis Plan (TSAP) and the Data Quality Objectives for Tank Farms Waste Compatibility Program (DQO). The samples were subsampled and analyzed in accordance with the TSAP. Two of the three grab samples contained a significant amount of solids and special analyses were requested. None of the samples exceeded notification limits. No similarities in sample appearance were noted; this could be an explanation for the varying analytical results. Quality control issues are discussed in each analytical subheading. The raw data for all analyses are included in this report.

Book excerpt: Three grab samples (3AP-97-2, 3AP-97-3, and 3AP-97-4) were taken from Riser 1 of Tank 241-AP-103 on August 21, 1997, and received by 222-S Laboratory on August 22, 1997. These samples were analyzed in accordance with Compatibility Grab Sampling and Analysis Plan for Fiscal Year 1997 (TSAP) (Field, 1997) and Data Quality Objectives for Tank Farms Waste and Compatibility Program (Mulkey et. al., 1995) (DQO) in support of the Waste Compatibility Program. No notifications were required based on sample results. Appearance and Sample Breakdown Attachment 1 illustrates subsamples generated in the laboratory for analyses and identifies their sources. Furthermore, this reference relates tank farm identification numbers to their corresponding 222-S Laboratory Information Management System sample numbers. Table 1 summarizes appearance information and over-the-top (OTR) dose readings performed on each sample. For each sample, two 20 ml subsamples were created for inorganic and radiochemical analyses.

It is written in accordance with requirements identified in Data Quality Objectives for Tank Farms Waste Compatibility Program (Mulkey et al. 1999) and Tank Farm Waste Transfer Compatibility Program (Fowler 1999). In addition to analyses to support Compatibility, the Waste Feed Delivery program has requested that tank samples obtained for Compatibility also be analyzed to confirm the high-level waste and/or low-activity waste envelope(s) for the tank waste (Baldwin 1999). Book excerpt: Since 1944, underground storage tanks located at the Hanford Site in Richland, Washington, have stored approximately 277,000 m3 (60 Mgal) of highly radioactive and non-radioactive wastes. Recently, a number of safety issues have arisen concerning these tanks, with regard to worker and public health. The US Department of Energy (DOE) has made the resolution of these safety concerns its number one priority at the Hanford Site. The safety program of the Tank Waste Remediation System (TWRS) was developed to provide an integrated approach to resolution of these waste tank safety issues and safety concerns. The Characterization Program within TWRS is responsible for characterizing the wastes contained in the tanks. To ensure that characterization activities provide data that will be adequate to resolve safety concerns, the Data Quality Objectives (DQO) process is being implemented.
