Book excerpt: In the mid-summer of 1989 the German Democratic Republic-- known as the GDR or East Germany--was an autocratic state led by an entrenched Communist Party. A loyal member of the Warsaw Pact, it was a counterpart of the Federal Republic of Germany (West Germany), which it confronted with a mixture of hostility and grudging accommodation across the divide created by the Cold War. Over the following year and a half, dramatic changes occurred in the political system of East Germany and culminated in the GDR's "accession" to the Federal Republic itself. Yet the end of Germany's division evoked its own new and very bitter constitutional problems. The Imperfect Union discusses these issues and shows that they are at the core of a great event of political, economic, and social history. Part I analyzes the constitutional history of eastern Germany from 1945 through the constitutional changes of 1989-1990 and beyond to the constitutions of the re-created east German states. Part II analyzes the Unification Treaty and the numerous problems arising from it: the fate of expropriated property on unification; the unification of the disparate eastern and western abortion regimes; the transformation of East German institutions, such as the civil service, the universities, and the judiciary; prosecution of former GDR leaders and officials; the "rehabilitation" and compensation of GDR victims; and the issues raised by the fateful legacy of the files of the East German secret police. Part III examines the external aspects of unification.

Formulating an approach the authors call "embedded bilateralism", this book offers exactly that. It scrutinizes in empirical and historical detail the bilateral Franco-German order and France and Germany's joint role in shaping Europe over the past half century. The book addresses two key questions regarding France and Germany in Europe from the Elysée Treaty to the twenty-first century: Why have France and Germany continued to hang together in an especially tight relationship for over five decades amidst frequently dramatic domestic change, lasting differences, and fundamental international transformation? And why has the joint Franco-German impact on shaping Europe's polity and European policies, while fundamental, proved so uneven across political domains and time? In answer to the first question, Shaping Europe argues that the actions and practices of the Franco-German order-its regularized bilateral intergovernmentalism, symbolic acts and practices, and parapublic underpinnings-together have rendered this bilateral connection historically resilient and politically adaptable. Regarding the second question, the book holds that different combinations of a limited number of factors located at the bilateral, domestic, regional European, and international levels explain central aspects of variation. Together, these factors condition and modulate France and Germany's joint impact on Europe. In pursuing its research questions, theoretical work, historical reconstructions, and empirical analyses, Shaping Europe fruitfully combines the study of European integration, EU politics and policymaking, Franco-German affairs, and French and German politics with general theorizing and conceptual grounding in international relations and political science.

To date little research has been devoted to uncovering the conditions for peace, and the factors that contribute to stabilizing the state of peace. This volume assesses the factors that contribute to regional pacification, the incentives that motivate states in establishing peaceful relations, and most importantly, how regions become peaceful. It discusses the conditions under which various types of ‘peace’ might emerge on a regional level and the factors most likely to determine the outcome. The book takes an innovative approach through a systematic comparison of two regions that are particularly prominent and important for the subject of regional pacification: Europe and the Middle East. While many believe that the European case is the indispensable model for peacemaking, others believe that these two regions are too different for Europe to be a useful framework for the Middle East. This volume occupies a middle ground between these two extreme positions. It argues that while a mindless copying of European models will not lead to peace in the Middle East, important insights can be gained from the most successful case of regional peacemaking to date. This work will be of much interest to students of regional security, peacemaking, conflict management, Middle East politics, European security and IR in general.
