Book International Responses to Mass Atrocities in Africa

Download or read book International Responses to Mass Atrocities in Africa written by Kurt Mills and published by University of Pennsylvania Press. This book was released on 2015-08-18 with total page 317 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the end of World War II and the founding of the United Nations, genocide, crimes against humanity and other war crimes—mass atrocities—have been explicitly illegal. When such crimes are committed, the international community has an obligation to respond: the human rights of the victims outweigh the sovereignty claims of states that engage in or allow such human rights violations. This obligation has come to be known as the responsibility to protect. Yet, parallel to this responsibility, two other related responsibilities have developed: to prosecute those responsible for the crimes, and to provide humanitarian relief to the victims—what the author calls the responsibility to palliate. Even though this rhetoric of protecting those in need is well used by the international community, its application in practice has been erratic at best. In International Responses to Mass Atrocities in Africa, Kurt Mills develops a typology of responses to mass atrocities, investigates the limitations of these responses, and calls for such responses to be implemented in a more timely and thoughtful manner. Mills considers four cases of international responses to mass atrocities—in Rwanda, the Democratic Republic of the Congo, Uganda, and Darfur—putting the cases into historical context and analyzing them according to the typology, showing how the responses interact. Although all are intended to address human suffering, they are very different types of actions and accomplish different things, over different timescales, on different orders of magnitude, and by very different types of actors. But the critical question is whether they accomplish their objectives in a mutually supportive way—and what the trade-offs in using one or more of these responses may be. By expanding the understanding of international responsibilities, Mills provides critical analysis of the possibilities for the international community to respond to humanitarian crises.

Book Responsibility to Protect and Sovereignty

Download or read book Responsibility to Protect and Sovereignty written by Ramesh Thakur and published by Routledge. This book was released on 2016-03-23 with total page 246 pages. Available in PDF, EPUB and Kindle. Book excerpt: The responsibility to protect ('R2P') principle articulates the obligations of the international community to prevent conflict occurring, to intervene in conflicts, and to assist in rebuilding after conflicts. The doctrine is about protecting civilians in armed conflicts from four mass atrocity crimes: genocide, war crimes, crimes against humanity and ethnic cleansing. This book examines interventions in East Timor, Sri Lanka, Sudan and Kosovo. The chapters explore and question UN debates with respect to the doctrine both before and after its adoption in 2005; contrasting state attitudes to international military intervention; and what takes place after intervention. It also discusses the ability of the Security Council to access reliable information and credible and transparent processes to enable it to make a determination on the occurrence of atrocities in a Member State. Questioning whether there is a need to find a closer operational link between the responsibilities to prevent and react and a normative link between R2P and principles of international law, the contributions examine the effectiveness of the framework of R2P for international decision-making in response to mass atrocity crimes and ask how an international system to deal with threats and mass atrocities can be developed in the absence of a central authority. This book will be valuable to those interested in international law, human rights, and security, peace and conflict studies.

Book The International Criminal Court in Ongoing Intrastate Conflicts

Download or read book The International Criminal Court in Ongoing Intrastate Conflicts written by Patrick S. Wegner and published by Cambridge University Press. This book was released on 2015-10-09 with total page 431 pages. Available in PDF, EPUB and Kindle. Book excerpt: In recent decades, international courts have increasingly started investigating armed conflicts. However, the impact of this remains under-researched. Patrick S. Wegner closes this gap via a comprehensive analysis of the impact of the International Criminal Court in the Darfur and Lord's Resistance Army conflicts. He offers a fresh approach to peace and conflict studies, while avoiding the current quantitative focus of the literature and polarisation between critics and supporters of applying justice in conflicts. This is the first time that the impact of an international criminal court has been analysed in all its facets in two conflicts. The consequences of these investigations are much more complex and difficult to predict than most of the existing literature suggests. Recurrent claims, such as the deterrent effect of trials and the danger of blocking negotiations by the issuing of arrest warrants, are put to the test here with some surprising results.

Book Preventing Mass Atrocities

Download or read book Preventing Mass Atrocities written by Barbara Harff and published by Routledge. This book was released on 2018-09-03 with total page 200 pages. Available in PDF, EPUB and Kindle. Book excerpt: What can be done to warn about and organize political action to prevent genocide and mass atrocities? The international contributors to this volume are either experts or practitioners, often both, who have contributed in substantial ways to analyzing high risk situations, recommending preventive policies and actions, and in several instances helping to organize remedial actions. Whereas current literature on the prevention of genocide is theoretically well grounded, this book explores what can be done, and has been done, in real-world situations. Recommendations and actions are rooted in a generation of experience, based on solid historical, comparative, and empirical research and with a grounding in quantitative methods. This volume examines historical cases to understand the general causes and processes of mass violence and genocide, and engages with ongoing genocidal crises including Darfur and Syria, as well as other forms of related violence such as terrorism and civil conflict. It will be key reading for all students and scholars of genocide, war and conflict studies, human security and security studies in general.
