Book excerpt: The year 2000's most significant international event was, almost certainly, neither political nor military, but scientific - the announcement, in June, that the human genome had been almost totally decoded. Future generations may well see this as a major turning point, opening the way to radical changes in diagnosis, prognosis, and medical treatment. Often compared with the space programme, this vast enterprise still generates misgivings: this new power, which human beings now have, to modify the genetic heritage of living creatures raises fundamentally new ethical questions - and society as a whole will have to find the answers. In fact, the accelerating pace of scientific and technical progress seems to be reviving atavistic anxieties, some rational, others less so. Recent public-health crises, including the mad cow disease' scare, which lasted into 2000, have fuelled these fears. The public's rejection of GMOs (Genetically Modified Organisms) - verging on a crusade in some countries - tells its own story. As regards conflict, 2000 saw the Middle East peace process grind to a halt, and the Intifada resume. In Europe, the situation in Kosovo and Chechnya, both the scenes of fighting in 1999, stayed precarious. Peace and democracy did score some successes, however, particularly in Europe: the centre-left's victory in Croatia, sweeping former President Tudjman's party off the scene, the democratic party's triumph in Bosnia, and the fall of the Milosevic regime in Serbia.

Henrik Larsen develops an analytical framework for analyzing these questions and offers solutions through an empirical examination of the foreign policy of a small EU member state in the context of EU foreign policy - the case of Denmark. The book looks at seven policy areas: policy towards other EU member states, anti-terrorism, development, the Balkans, Africa, Latin America and trade. On the basis of the empirical study, the implications for the theoretical study of national foreign policy in an EU Context are outlined. It is suggested that we need a new, mixed approach to foreign policy analysis within the EU taking into account the nature of the policy area concerned and national conceptions of actorness.

Moreover, by virtue of its small size, homogeneous population, and response to a variety of international challenges - both economic and geopolitical - Denmark has developed a strong national identity that further bolsters consensus building. The result has been an adaptable and flourishing national political economy.

It shows how the EU has developed into a special kind of security actor that, due to its level of political integration, has an important influence on national security approaches and identities. This new analysis applies a fresh combination of integration theory, security studies and studies of Europeanization. The main argument in this book is that, rather than adapting to the changing conditions created by the end of the Cold War, the Nordic states changed their security approaches in response to the European integration process. It shows how different phases in the post Cold War European integration process have influenced the national security approaches of Sweden, Finland, Denmark and Norway. While all four security approaches seem to have been Europeanized, the speed and the character of these changes seem to vary due to a combination of differing ties to the EU and differing security policy traditions. This new book will be of great interest to all students of European Defence, national security and of security studies in general.

Political expediency is however shaped by world, regional and domestic influences that in turn determine policy towards third country nationals and their legal rights to freedom of movement. This book examines the concept of political legitimacy within the European Union through the principles of legal rationality, focusing in particular on the European Union’s policy towards third country nationals. Richard Ball argues that for legal doctrine to be rational it must display the requirements of formal, instrumental and substantive rationality, each mutually exclusive and essential. In taking this position of legal rationality, the book focuses on free movement rights of TCNs within EU treaties and implementing legislation, the Area of Freedom Security and Justice, and Association Agreements. Ball concludes that the stance of European Union Law towards third country nationals lacks legitimacy, and suggests possible new directions that EU policy should take in the future.
