We are currently seeing a humanitarian turn to new digital technologies, such as biometrics, remote sensing, and surveillance drones. However, such humanitarian uses of new technology have not always produced beneficial results for those at the receiving end and have sometimes exposed the subjects of assistance to additional risks and insecurities. Engaging with key insights from the work of Foucault combined with selected concepts from the Science and Technology Studies literature, this book produces an analytical framework that opens up the analysis to details of power and control at the level of materiality that are often ignored in liberal histories of war and modernity. Whereas Foucault details the design of prisons, factories, schools, etc., this book is original in its use of his work, in that it uses these key insights about the details of power embedded in material design, but shifts the attention to the technologies and attending forms of power that have been experimented with in the three humanitarian endeavours presented in the book. In doing so, the book provides new information about aspects of liberal humanitarianism that contemporary critical analyses have largely neglected. This book will be of interest to students of humanitarian studies, peace and conflict studies, critical security studies, and IR in general.

Geological disposal has been studied for decades by the nuclear industry with a view to ensuring the safe containment of its wastes. Geological disposal of carbon dioxide and that of radioactive waste gives rise to many common concerns in domains ranging from geology to public acceptance. In this respect, comparative assessments reveal many similarities, ranging from the transformation of the geological environment and safety and monitoring concerns to regulatory, liability and public acceptance issues. However, there are profound differences on a broad range of issues as well, such as the quantities and hazardous features of the materials to be disposed of, the characteristics of the targeted geological media, the site engineering technologies involved and the timescales required for safe containment at the disposal location. Book excerpt: Plagued by bloody wars and armed conflicts, political instability, communal violence and displaced persons, and at the mercy of natural catastrophes such as drought and famine, it is not surprising that the Western press has long dismissed Africa as the 'hopeless continent'. In the face of these challenges, Africa today is faced with a stark choice: either unite or perish. The debate on why and how the continent should unite in terms of co-operative peace, security and development is more urgent than at any other time in Africa's post-colonial history. Moving forward from the failure of the earlier, typically idealistic Africa unity project, David Francis demonstrates how peace and security challenges have created the imperative for change. He argues that a series of regional peace and security systems are emerging, and that states that have participated in practical experiments in regional peacekeeping, peace support operations, conflict stabilization/management and preventive diplomacy are building de facto systems of peace and security that could be institutionalized and extended.
