At the same time, law enforcement was facing an epidemic of bank robberies, an increase in organized crime, the growth of the Ku Klux Klan, Prohibition enforcement—new challenges that the Rangers met by transitioning from gunfighters to criminal investigators. Steeped in tradition, reluctant to change, the agency was reduced to its nadir in the depths of the Depression, the victim of slashed appropriations, an antagonistic governor, and mediocre personnel. Harris and Sadler document the further and final change that followed when, in 1935, the Texas Rangers were moved from the governor’s control to the newly created Department of Public Safety. This proved a watershed in the Rangers’ history, marking their transformation into a modern law enforcement agency, the elite investigative force that they remain to this day.

Book excerpt: When Fletcher Bowron (1887-1968) ran for mayor of Los Angeles in 1938, his twelve years as a superior court judge with a reputation for honesty and fairness carried him to victory against a notoriously corrupt incumbent. During his nearly fifteen years as a neo-progressive mayor, Bowron presided over fundamental reforms in the police department, public utilities, and other agencies charged with basic services, rooting out bribery, kickbacks, and influence peddling. World War II brought economic and population booms, racial conflict, social dislocation, and environmental problems to Los Angeles and complicated Mayor Bowron's job. After the war Bowron initiated massive public housing and desegregation projects. These forward-looking programs alienated enough voters to cost him the 1953 election as his leftist supporters fell away under the influence of McCarthyism. This political history of the mid-twentieth century reform period in Los Angeles is also a case study of the ways outside events can affect municipal affairs. As Tom Sitton demonstrates, the choices made during Bowron's administration have had a direct bearing on how Los Angeles looks today and how its government operates.

Despite repeated efforts, Americans were unable to secure Canadian assistance in enforcing American prohibition laws until 1930. Bootleggers and Borders explores the important but surprisingly overlooked Canada-U.S. relationship in the Pacific Northwest during Prohibition. Stephen T. Moore maintains that the reason Prohibition created such an intractable problem lies not with the relationship between Ottawa and Washington DC but with everyday operations experienced at the border level, where foreign relations are conducted according to different methods and rules and are informed by different assumptions, identities, and cultural values. Through an exploration of border relations in the Pacific Northwest, Bootleggers and Borders offers insight into not only the Canada-U.S. relationship but also the subtle but important differences in the tactics Canadians and Americans employed when confronted with similar problems. Ultimately, British Columbia’s method of addressing temperance provided the United States with a model that would become central to its abandonment and replacement of Prohibition.
