Book excerpt: In Cyprus, women's voices may not be heard by the leaders of the Greek Cypriot and Turkish Cypriot communities. The study aims to investigate how the Cypriot women activists perceive the inclusiveness of the peace negotiation table and the importance of discussing women's victimization of rape incidents during the conflict in 1974. Interviews with the ten female participants who have engaged with civic peace activities on the island were conducted and qualitatively analyzed. As a result, narratives of the women illustrated that the women acutely called for the inclusion of women. However, views on whether or not people in Cyprus deal with the issue of rape incidents were divided. In conclusion, the results share the liberal feminist's concern on women's subordination in the political sphere. The women's narratives cohere with the previous literature on women's participation in negotiations but slightly more ambivalent than the studies on places where people initiated to implement the justice systems in terms of dealing with rape incidents.

Book excerpt: This book offers a comparative lens on the contested relationship between two leading conflict resolution norms: ethnopolitical power-sharing pacts and the women, peace and security (WPS) agenda. Championed by national governments and international organizations over the last two decades, power-sharing and feminist scholars and practitioners tend to view them as opposing norms. Critics charge that power-sharing scholars cast gender as an inconsequential political identity that does not motivate people like ethnonationalism. From a feminist perspective, such thinking serves the interests of ethnicized elites while excluding women and other marginalized communities from key sites of political power. This edited volume takes a different tack: while recognizing the gender gaps that still exist in power-sharing theory and practice, contributors also emphasize the constructive engagements that can be built between ethnopolitical power-sharing and gender inclusion. Three main themes are highlighted: The ‘gender silences’ of existing power-sharing arrangements The impact of gender activism and advocacy on the negotiation and implementation of power-sharing pacts in divided societies The opportunities for linkages between power-sharing and the women, peace and security agenda. Book excerpt: In the early 2000s, Liberian women wearing wrap skirts and white T-shirts, shouting: ‘We want peace, no more war’, attracted international attention. After almost fifteen years of civil war, the enduring active, multifaceted, and non-violent campaigning for peace by women’s organisations contributed to the end of the fighting and the signing of a peace agreement between the warring factions. Although it is widely assumed that women’s inclusion in peace processes yields greater attention to women’s issues and needs in the aftermath of a conflict, this is only partly the case in Liberia. Thus, this analysis looks beyond the extraordinary commitment by women in Liberia and deals with the questions to what extent their role in the peace process has contributed to gender-sensitive outcomes in post-conflict Liberian society and why greater gender sensitivity was not achieved. By focusing on manifestations of patterns of masculinity in the public and private spheres, Anne Theobald identifies factors at different levels of analysis within different time frames that elucidate the unexpected outcome. Not only does this provide for a more encompassing understanding of dynamics of gender relations and context-specific variables impeding gender sensitivity in post-conflict settings, but it also helps to refine prevailing theoretical approaches on gender in peacemaking and peacebuilding and to develop more holistic, context-specific, and efficient policy approaches, which can effectively lead to gender-sensitive peace.

Hadjipavlou here examines the experiences of women from Greek, Turkish, Armenian, Maronite and Latin communities and migrant domestic workers in the context of ethno-national conflict, ethnic divisions, nationalism and militarism, and argues for a multi-communal feminist movement in Cyprus to better promote women's rights.

Book excerpt: Recent developments such as Sweden's' Feminist Foreign Policy, the "Hillary Doctrine," and the integration of women into combat roles in the U.S. have propelled gender equality to the forefront of international politics. The UN Department of Peacekeeping Operations, however, has been integrating gender equality into peacekeeping missions for nearly two decades as part of the women, peace and security agenda that has been most clearly articulated in UNSC Resolution 1325. To what extent have peacekeeping operations achieved gender equality in peacekeeping operations and been vehicles for promoting gender equality in post-conflict states? While there have been major improvements related to women's participation and protection, there is still much left to be desired. Sabrina Karim and Kyle Beardsley argue that gender power imbalances between the sexes and among genders place restrictions on the participation of women in peacekeeping missions. Specifically, discrimination, a relegation of women to safe spaces, and sexual exploitation, abuse, harassment, and violence (SEAHV) continue to threaten progress on gender equality. Using unique cross-national data on sex-disaggregated participation of peacekeepers and on the allegations of SEAHV, as well as original data from the UN Mission in Liberia, the authors examine the origins and consequences of these challenges. Karim and Beardsley also identify and examine how increasing the representation of women in peacekeeping forces, and even more importantly through enhancing a more holistic value for "equal opportunity," can enable peacekeeping operations to overcome the challenges posed by power imbalances and be more of an example of and vehicle for gender equality globally.

Outside parties learn how to facilitate cooperation by engaging local leaders in intensive, interactive workshops. These opposing leaders reside in small, ethnically divided countries, including Burundi, Cyprus, Estonia, Guyana, Sri Lanka, and Tajikistan, that have experienced communal conflicts in recent years. In Estonia and Guyana, peacebuilding initiatives sought to ward off violence. In Burundi and Sri Lanka, initiatives focused on ending ongoing hostilities, and in Cyprus and Tajikistan, these efforts brought peace to the country after its violence had ended. The contributors follow a systematic assessment framework, including a common set of questions for interviewing participants to prepare comparable results from a set of diverse cases. Their findings weigh the successes and failures of this particular approach to conflict resolution and draw conclusions about the conditions under which such interactive approaches work, as well as assess the audience and the methodologies used. This work features research conducted in conjunction with the Working Group on Preventing and Rebuilding Failed States, convened by the Wilson Center's Project on Leadership and Building State Capacity.

Walls often begin life as a line marking a radical division, but then become an area, that is to say a border, within which function civil and political societies, national and supranational societies. Such changes occur because over time cooperation between populations produces an active quest for peace, which is therefore a peace in constant movement. These are the concepts and lines of political development analysed in the book. The first part of the book deals with political walls and how they evolve into borders, or even disappear. The second part discusses possible and actual walls between empires, and also walls which may take shape within present-day empires. The third part analyses various ways of being of walls between and within states: Berlin, the Vatican State and Italy, Cyprus, Israel and Palestine, Belfast, Northern European Countries, Gorizia and Nova Gorica, the USA and Mexico.
