The ownership of areas of sea and its resources is often overlooked however, despite Aboriginal and Torres Strait Islander connections with the sea being just as important as those with the land. The papers in this volume demonstrate how the concept of customary marine tenure has developed in various communities and look at some of its implications. Originating in a session of papers at a conference in 1996, the papers in this volume were originally published as Oceania Monograph 48 in 1998.

Book excerpt: Illuminating Hidden Harvests: the contributions of small-scale fisheries to sustainable development (hereinafter IHH) is a global study uncovering the contributions and impacts of small-scale fisheries through a multidisciplinary approach to data collection and analysis. The study provides information that quantifies and improves understanding of the crucial role of small-scale fisheries in the areas of food security and nutrition, sustainable livelihoods, poverty eradication and healthy ecosystems. It also examines gender equality as well as the nature and scope of governance in small-scale fisheries. The IHH study was carried out in support of the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines), themselves developed in recognition of the plight of small-scale fishers, fishworkers and associated communities and released as a contribution to the International Year of Artisanal Fisheries and Aquaculture 2022. The purpose of this report is to contribute to a more holistic understanding of what small-scale fisheries are, their importance, and why they are essential to efforts to achieve the Sustainable Development Goals (SDGs). By using this knowledge wisely within a human rights-based approach in line with the SSF Guidelines, and by empowering small-scale fishers and fishworkers, a more inclusive, equitable, sustainable and resilient small-scale scale fisheries subsector can be achieved. Realizing this goal would benefit hundreds of thousands in fishing communities and society at large. With this in mind, the IHH report is aimed at all those with a stake or an interest in the small-scale fisheries subsector, in particular decision-makers who are concerned with fisheries, poverty eradication, food security and nutrition, and sustainable development more generally. It is also addressed to small-scale fisheries actors themselves and those who support them.

A collaborative initiative with Narungga peoples and a cross-disciplinary approach have resulted in new understandings of the maritime history of Australia. Analysis of the long-term participation of Narungga peoples in Australia’s maritime past, informed by Narungga oral histories, primary archival research and archaeological fieldwork, delivers insights into the world of Aboriginal peoples in the post-contact maritime landscape. This demonstrates that multiple interpretations of Australia’s maritime past exist and provokes a reconsideration of how the relationship between maritime and Indigenous archaeology is seen. This book describes the balance ground shaped through the collaboration, collision and reconciliation of Aboriginal and non-Aboriginal peoples in Australia. It considers community-based practices, cohesively recording such areas of importance to Aboriginal communities as beliefs, knowledges and lived experiences through a maritime lens, highlighting the presence of Narungga and Burgiyana peoples in a heretofore Western-dominated maritime literature. Book excerpt: In the Pacific, as elsewhere, indigenous communities live with the consequences of environmental mismanagement and over-exploitation but rarely benefit from the short-term economic profits such actions may generate within the global system. National and international policy frameworks ultimately rely on local community assent. Without effective local participation and partnership, these extremely imposed frameworks miss out on millennia of local observation and understanding and seldom deliver viable and sustained environmental, cultural and economic benefits at the local level. This collection argues that environmental sustainability, indigenous political empowerment and economic viability will succeed only by taking account of distinct local contexts and cultures. In this regard, these Pacific indigenous case studies offer ‘islands of hope’ for all communities marginalised by increasingly intrusive—and increasingly rapid—technological changes and by global dietary, economic, political and military forces with whom they have no direct contact or influence.

While tales of blatant archaeological colonialism abound from the era of empire, the process also took more subtle and insidious forms. Ian McNiven and Lynette Russell outline archaeology's "colonial culture" and how it has shaped archaeological practice over the past century. Using examples from their native Australia-- and comparative material from North America, Africa, and elsewhere-- the authors show how colonized peoples were objectified by research, had their needs subordinated to those of science, were disassociated from their accomplishments by theories of diffusion, watched their histories reshaped by western concepts of social evolution, and had their cultures appropriated toward nationalist ends. The authors conclude by offering a decolonized archaeological practice through collaborative partnership with native peoples in understanding their past.
