Drawing on archival research and oral histories, Teachers as State-Builders brings to light educators’ outsized role in shaping the politics of the modern Middle East. Hilary Falb Kalisman tells the story of the few young Arab men—and fewer young Arab women—who were lucky enough to teach public school in the territories that became Iraq, Jordan, and Palestine/Israel. Crossing Ottoman provincial and, later, Mandate and national borders for work and study, these educators were advantageously positioned to assume mid- and even high-level administrative positions in multiple government bureaucracies. All told, over one-third of the prime ministers who served in Iraq from the 1950s through the 1960s, and in Jordan from the 1940s through the early 1970s, were former public school teachers—a trend that changed only when independence, occupation, and mass education degraded the status of teaching. The first history of education across Britain’s Middle Eastern Mandates, this transnational study reframes our understanding of the profession of teaching, the connections between public education and nationalism, and the fluid politics of the interwar Middle East.

After a theoretical excursus that recasts the notion of primordial identity as a socially constructed reality, the author sets out to explain the persistence of sectarian affiliations in Iraq since its creation following the dismemberment of the Ottoman Empire. Despite the adoption of homogenizing state policies, the uneven sectarian composition of the ruling elites nurtured feelings of political exclusion among marginalized sectarian groups, the Shicites before 2003 and the Sunnis in the post-2003 period. The book then examines how communal discourses in the educational curriculum provoked masked forms of resistance that sharpened sectarian consciousness. Tracing how the anti-Persian streak in the nation-state’s Pan-Arab ideology, which camouflaged anti-Shicism, undermined Iraq’s national integration project, Sectarianism in Iraq delves into the country’s slide from a totalizing Pan-Arab ideology in the pre-2003 period toward the atomistic impulse of the federalist debate in the post-2003 period. Employing extensive fieldwork, this book sheds light on the dynamics of political life in post-Saddam Iraq and is essential reading for Iraqi and Middle East specialists, as well as those interested in understanding the current heightening of sectarian Sunni-Shicite tensions in the Middle East.

It also emerged as an early laboratory of development projects designed by Iraqi intellectuals, British colonial officials, American modernization theorists, and postwar international agencies. Familiar Futures considers how such projects—from the country's creation under British mandate rule in 1920 through the 1958 revolution to the first Ba'th coup in 1963—reshaped Iraqi everyday habits, desires, and familial relations in the name of a developed future. Sara Pursley investigates how Western and Iraqi policymakers promoted changes in schooling, land ownership, and family law to better differentiate Iraq's citizens by class, sex, and age. Peasants were resettled on isolated family farms; rural boys received education limited to training in agricultural skills; girls were required to take home economics courses; and adolescents were educated on the formation of proper families. Future-oriented discourses about the importance of sexual difference to Iraq's modernization worked paradoxically, deferring demands for political change in the present and reproducing existing capitalist relations. Ultimately, the book shows how certain goods—most obviously, democratic ideals—were repeatedly sacrificed in the name of the nation's economic development in an ever-receding future.
