The prevailing answer today among both scholars and policymakers is yes. But this is to overlook force employment, or the doctrine and tactics by which materiel is actually used. In a landmark reconception of battle and war, this book provides a systematic account of how force employment interacts with materiel to produce real combat outcomes. Stephen Biddle argues that force employment is central to modern war, becoming increasingly important since 1900 as the key to surviving ever more lethal weaponry. Technological change produces opposite effects depending on how forces are employed; to focus only on materiel is thus to risk major error--with serious consequences for both policy and scholarship. Book excerpt: In today's volunteer military many recruits enlist for the educational benefits, yet a significant number of veterans struggle in the classroom, and many drop out. The difficulties faced by student veterans have been attributed to various factors: poor academic preparation, PTSD and other postwar ailments, and allegedly antimilitary sentiments on college campuses. In Grateful Nation Ellen Moore challenges these narratives by tracing the experiences of Iraq and Afghanistan war veterans at two California college campuses. Drawing on interviews with dozens of veterans, classroom observations, and assessments of the work of veteran support organizations, Moore finds that veterans' academic struggles result from their military training and combat experience, which complicate their ability to function in civilian schools. While there is little evidence of antimilitary bias on college campuses, Moore demonstrates the ways in which college programs that conflate support for veterans with support for the institutional military lead to suppression of campus debate about the wars, discourage antiwar activism, and encourage a growing militarization.

Nowowiejski fills a gap in American military and political history through thorough research and a compelling narrative of the Rhineland occupation. After the armistice ended the fighting on the Western Front in World War I, the US Third Army marched into the American occupation zone around the city of Koblenz, Germany, in December 1918. American forces remained there as part of an “inter-Allied” coalition until early 1923. Nowowiejski reintroduces us to a successful military diplomat, Major General Henry T. Allen, who faced two major challenges: build an efficient army and handle the complexity of working with the Allied powers of France, Britain, and Belgium in the Inter-Allied Rhineland High Commission (IARHC). Allen’s ability to balance the interests of the French with those of the occupied Germans made him an indispensable participant in the High Commission. As the French sought revenge and added security against Germany, Allen moderated their actions with diplomatic skill. When the French sent forces into Germany in 1920 and 1921, Allen ensured that the US zone around Koblenz remained free of French interference. These achievements were without the support of the administration, and Congress had no desire to take part in European affairs. Allen also had to create a competent American army in the Rhineland so that the Allied powers and the Germans would respect American views and interests. He successfully took a large number of new recruits, who replaced World War I combat veterans, and molded them into a professional fighting force. As a result, the American Forces in Germany became an exemplar for the entire US Army and a symbol to the Allies and Germans of American power and resolve. This force competently accomplished the difficult task of postwar occupation according to the highest international standards. The US administration made the decision in 1922 to radically cut back the size of Allen’s army, and in 1923 to remove all US troops from Germany. The author analyzes this withdrawal as a “missed opportunity” for US leverage on diplomatic developments in Europe.

When the U.S. Army went to war in South Vietnam in 1965, the general consensus was that counterinsurgency was an infantryman’s war; if there were any role at all for armored forces, it would be strictly to support the infantry. However, from the time the 11th Armored Cavalry Regiment arrived in the country in September 1966, troopers of the Blackhorse Regiment demonstrated the fallacy of this assumption. By the time of Tet ’68, the Army’s leadership began to understand that the Regiment’s mobility, firepower, flexibility, and leadership made a difference on the battlefield well beyond its numbers. Over the course of the 11th Cavalry’s five-and-a-half years in combat in South Vietnam and Cambodia, over 25,000 young men served in the Regiment. Their stories—and those of their families—represent the Vietnam generation in graphic, sometimes humorous, often heart-wrenching detail. Collected by the author through hundreds of in-person, telephone, and electronic interviews over a period of twenty-five-plus years, these “war stories” provide context for the companion volume, The Blackhorse in Vietnam.
