Cultural values and moral implications of individuals and communities are the foundation of the socio-economic development of any nation. Landlocked in the Himalayasues of Bhutan are deeply rooted in Buddhism. Behavior, perception and daily routines of people are directly guid, the tiny Himalayan Kingdom Bhutan appears almost untouched by globalization. The culture and traditional valed by the religion, cultural values and beliefs. Thus the preservation and promotion of culture is one of the four pillars in realizing the country’s development philosophy of Gross National Happiness (GNH). GNH is the middle path of development that embraces a balance between spiritual and material development towards the attainment of happiness by the Bhutanese. The concept of GNH as a unique and primary development philosophy was initiated and coined by His Majesty, the Fourth King of Bhutan, Jigme Singye Wangchuck. His Majesty believes that “Gross National Happiness is more important than Gross National Product” and therefore a people centered development with happiness with value as the end goal is what it should be for Bhutan. And thus beside economic factors, one should take account of social factors, environmental, cultural, and good governance. The ultimate goal of development must be happiness and human well-being, but should not be economic development or to be a winner in the global competitions (Karma Ura, 2009). Every individual no matter what race, creed, colour, origin, nationality the ultimate aspiration of life is happiness. Therefore, the Royal Government of Bhutan (RGOB) established the GNH Commission to guide the planning process in the country. In addition, the establishment of democracy in the country has led to the review of many policies in all ministries and autonomous institutions so that services are improved and delivered on time. This main purpose of this paper is to examine the culture and development of Bhutan and will make necessary recommendation addressed to the government on how to foster culture approach in designing development policies based on stock piling.

While a variety of international actors have declared the importance of culture in sustainable development, jointly articulating this clearly has been difficult. For example, the Sustainable Development Goals (SDGs) that were adopted by the UN General Assembly in September 2015 contained only the most fleeting mention of culture. None of the SDGs referred directly to the case for integrating culture into sustainable development planning and decision-making. The role of cultural policy has remained unclear. This book contributes to a better understanding of the role of culture in achieving sustainability, focusing on the particular roles for cultural policy in this context. Cultural sustainability is conceptualised as the sustainability of cultural and artistic practices and patterns, and to the role of cultural traits and actions to inform and compose part of the pathways towards more sustainable societies. The links between culture and sustainable development are analysed in ways that articulate and contemplate different roles for cultural policy. The contributors take up the concerns and perspectives of international, national, and local authorities and actors, illuminating ways in which these multi-scale efforts both intersect and diverge. One of the questions asked during this anniversary year is whether or not the implementation of the Convention reflects the vision of its authors. In other words, has it led to the positive changes its drafters envisaged? What steps have been taken to reach the four main goals of the Convention: support sustainable systems of governance for culture; achieve a balanced flow of cultural goods and services and increase the mobility of artists and cultural professionals; integrate culture in sustainable development frameworks; and promote human rights and fundamental freedoms. This new Global Report series presents evidence on the implementation of the Convention goals, with a proposed set of indicators to monitor change and progress over time. Based on the quadrennial periodic reports submitted so far by Parties, as well as other sources, this maiden edition is a first effort to take stock and share information on the challenges encountered, in particular in emerging policy areas, such as digital, public service media, preferential treatment as well as gender and artistic freedom. Book excerpt: This dissertation, based on over three years of fieldwork, explores the cultural politics of contemporary art in Bhutan. Beginning in the 1950s and culminating in the transition to democracy in 2008, Bhutan has undergone profound social changes. Throughout these changes, the government has prioritized preserving Bhutanese culture, including in official understandings of what development means. Rather than using GDP to measure the country's well-being, Bhutan's government organizes development around the concept of GNH or Gross National Happiness, a concept believed to have deep roots in Bhutan's Buddhist culture. I argue that the tensions between continuity and change are framed in ethical terms in Bhutan. As Bhutanese navigate balancing tradition with cosmopolitan modernity, their king has called for an "individualism of values" as a corrective to "individualism at the cost of community and fraternity." While much previous work in Bhutan has documented culture, comparatively little research has examined the process of change or what the efforts to preserve cultural values means for the day to day life of Bhutanese. The realm of contemporary art, I show, provides an avenue to consider how Bhutanese are negotiating competing ethical values during these times of dramatic change. Beyond the study of Bhutan, this dissertation contributes to the already rich discussion about agency and cultural politics often explored through art by drawing on recent discussions of the anthropology of ethics. Looking at ethics helps understand agency by examining not only how people act but also fashion themselves as particular types of actors. Using an ethnographic lens to study everyday social action and interaction through art allows the ethical negotiations underway in Bhutan to come into focus. Beginning with a history of Bhutanese contemporary art and overview of the official discourse on national identity, I turn to an ethnography of contemporary art. I show how artists prioritize some forms of individualism more than others, and work to situate themselves within the broader social fabric. Finally, I look at how contemporary artists use traditional Buddhist art, both balancing their pursuit of artistic subjectivity with Buddhist values and the sense of obligation to preserve Bhutanese cultural traditions.
