Christopher Goodwin & Associates, Inc. conducted an intensive archeological survey and assessment of the proposed Vacherie Revetment easement along .3 miles of the Mississippi River in St. James Parish, Louisiana. Historic and archival research concentrating on the economic developments affecting the proposed construction item are discussed. Historic maps show bankline changes and prior construction within the survey area. Survey located Site 16 SJ 52, the remnants of the c. 1959 Maxime Rodrigue boatyard and ways. Artifacts include a single-drum chain-driven winch associated with the operation of boatways. Most of the boatyard equipment, including the boatways, are missing from the site, and portions of the site are graded. Based on the recency of the site and its lack of integrity, the site was assessed to be not significant. Background investigations of area prehistory, history, and geomorphology were used to identify geomorphic features within the project tracts which possessed a high probability for containing archeological resources. Field methods incorporated various levels of survey intensity to accommodate both these high-probability areas and other zones where the likelihood of cultural resources was much smaller. Twelve of the 13 borrow areas were at least partially covered with standing water, preventing implementation of archeological survey over the entire project area. No cultural resources were identified as a result of these investigations. No further archeological investigations are recommended. Supplementary investigations outside the project area attempted study of 3 previously recorded archeological sites and 2 reported locales with the potential to contain cultural resources. Brief study of 16IV4 (Bayou Sorrel /Mounds) resulted in a sketch map presenting the cemetary mound in relation to the protection levee. Survey at 16IV13, recorded as a single-mound site, located a possible second mound. 16IV15 could not be relocated.

Christopher Goodwin & Associates, Inc., between Aug 11 and Sep 2, 2003, for the U.S. Army Corps of Engineers, New Orleans District. The proposed project area is located along the east-descending bank of the Mississippi River between River Mile 101.6 and 102.5 in Orleans Parish, LA. The terrestrial portion of the proposed Area of Potential Effect encompassed an area that measured approximately 1.56 ha (3.86 ac) of land, while the submerged portion of the study area encompassed 11.1 ha (27.44 ac) in size. This undertaking incorporated in-depth historical research of the proposed project area and its surroundings; a detailed review of previously collected underwater remote sensing data provided by the U.S. Army Corps of Engineers, New Orleans District; and a Phase I cultural resources survey and archeological inventory of the terrestrial portion of the proposed Area of Potential Effect. All fieldwork was performed in accordance with federal and state guidelines and regulations. During the current investigation, Site I 6ORl 90 (Shipwreck #2), the submerged remains of the Eads-designed gunboat Chickasaw, and Site l6ORl99 (Shipwreck# 11), the remains of the catamaran river ferry A.M. Halliday, were found to potentially possess qualities of significance by National Register criteria. Because current project plans call for the emplacement of stone around and immediately adjacent to these two vessels, the proposed undertaking will serve to stabilize the vessels in place, beneficial to long term preservation. No intact archaeological sites were found on the terrestrial portion of the project area and no additional testing is recommended in the area.

During the nineteenth century, several sugar plantations developed in the project area, although farmsteads continued to exist. A lumber yard and the Central Sugar Factory were established near the project corridor by the end of the 1800s. Eight sites were recorded during archeological survey. Sites 16SJ41, 16SJ43, 16SJ43, 163J44, 162J46, 16SJ47, and 16SJ48 all yielded small collections of habitation refuse dating from the nineteenth and early twentieth centuries. Because feature data, contextual integrity, and significant artifactual remains are lacking, none of these sites were determine to be significant. Site 16SJ42 represents the remains of residential structures for employees of the Lutcher and Moore Company Sawmill. Testing failed to reveal in situ deposits, and extreme water-wear on the artifacts suggested mixing of formerly discrete remains. Therefore, the site was not determined to be significant. Site 16SJ45 yielded a large collection of refuse associated with the former Golden Grove Plantation. Testing failed to reveal evidence of undisturbed cultural deposits; thus the site was not determined to be significant. No additional investigation is recommended for any of these sites. (Author).
