Christopher Goodwin & Associates, Inc., completed a Phase I cultural resources survey and inventory of the 200 m (656 ft) wide Mandeville project item in St. Tammany Parish, Louisiana. That project corridor encompassed approximately 311 ac (125.9 ha). The survey was conducted for the U.S. Army Corps of Engineers, New Orleans District, in response to planned construction activities associated with a hurricane protection project that would enclose Mandeville at Causeway Boulevard, Lake Pontchartrain, and Little Bayou Castine. Archival research was used to obtain information about the distribution of cultural resources in the project area and about the prehistoric and historic cultural development throughout the St. Tammany Parish, Louisiana project area. This information then was used to infer the quantity and quality of cultural resources that might be identified during the archeological and/or architectural surveys of the project item. item.

Book excerpt: A vital and volatile part of the New Orleans landscape and lifestyle, the Lake Pontchartrain Basin actually contains three major bodies of water—Lakes Borgne, Pontchartrain, and Maurepas. These make up the Pontchartrain estuary. Robert W. Hastings provides a thorough examination of the historical and environmental research on the basin, with emphasis on its environmental degradation and the efforts to restore and protect this estuarine system. He also explores the current biological condition of the lakes. Hastings begins with the geological formation of the lakes and the relationship between Native Americans and the water they referred to as Okwa'ta, the “wide water.” From the historical period, he describes the forays of French explorer Pierre Le Moyne D'Iberville in 1699 and traces the environmental history of the basin through the development of the New Orleans metropolitan area. Using the lakes for transportation and then recreation, the surrounding population burgeoned, and this growth resulted in severe water pollution and other environmental problems. In the 1980s, the Lake Pontchartrain Basin Foundation led a concerted drive to restore the lakes, an ongoing effort that has proved significant.

Book excerpt: In the summer and early fall of 1982, New World Research Inc. conducted a cultural resources investigation of specific areas within the proposed Lake Pontchartrain and Vicinity Hurricane Protection project. The work was carried out for the Corps of Engineers, New Orleans District, and included both terrestrial survey and testing and off-shore inspection of two proposed borrow areas. A total of two isolated finds and three archaeological sites were identified by the survey and subsequently tested. Fifty-six standing structures and park area were recorded by the survey crew and evaluated by a consulting architect historian. The off-shore survey was accomplished by magnetometer and sub-bottom penetrator survey; only the former yielded successful results. Seven clusters of anomalies were singled out for possible further investigation in the borrow areas. None of the sites or structures were found to be eligible for the National Register of Historic Places.

Book excerpt: During February and March, 1989, a cultural resources survey of the V-levee segment of the West Bank-Hurricane Protection Project, Jefferson Parish, Louisiana was conducted. An Intensive pedestrian survey and shovel testing regime was done within the project corridor, an area of 345 acres. Two archeological sites, two landscape features, and three modern refuse loci are located within the the surveyed area. Brown's Sawmill (16JE217) is the remains of a mid-twentieth century sawmill. It is less than 50 years old, and it is not eligible for inclusion in the National Register; no further testing is recommended. Site 16JE218 consists of an intact shell midden adjacent to Bayou des Familles. Site 16JE218 is a significant site. The first landscape feature is a series of ten agricultural drainage ditches, and a small protection levee, associated with the 1867 - 1875 cultivation of sugarcane within Carter Plantation. The other is a segment of the eighteenth and early nineteenth century Barataria Road. Finally, three loci of modern refuse were identified. Neither the landscape features nor the modern refuse loci are significant cultural resources; no further work is recommended at them. Book excerpt: This report presents the results of cultural resources survey of the Morgan City and Vicinity Hurricane Protection Project area in St. Mary Parish, Louisiana. The prehistory of the Lower Atchafalaya Basin in reviewed, with attention given to evaluation of existing models of site distributions and settlement parameters within the region. The historic period is reconstructed subsequently, and land tenure in the project area is described from the Colonial Period to the present, with the special emphasis on the ante bellum sugar era and on the lumber industry that became preeminent after reconstruction. No new archeological sites or historic standing structures were found during survey. The single archeological site recovered, the Goat Island site (16 SMY 1), was found to be diisturbed by former and ongoing destruction processes, including dredging, clearing, deforestation, and erosion. The site, which appears to be a Coles Creek period shell (Rangia) gathering station, does not present evidence of any occupation, or use as a habitation site. It contains very few artifacts, and it does not appear to have research potential or sufficient integrity to merit consideration for listing on the National Register (36 CFR 60.6). No further work is recommended. (Author).

Book excerpt: This report presents the results of cultural resources survey undertaken in the linear borrow right-of-way adjacent to the north bank of the Inner Cataouatche Canal, a floodwall borrow area south of Bayou Segnette State Park, and a Reforestation Mitigation Site west of the state park. A total of approximately 183 acres were surveyed. Survey consisted of 20 m transects with shovel tests at 50 m intervals. No cultural resources were recorded within the project areas. An historic equipment complex, termed the Reforestation Tract site (I 6JE26), was recorded outside the survey area. The site is a dredge boat located in the canal which forms the southern boundary of the Reforestation Mitigation Site. Investigations at 16JE26 were limited to photographic documentation and mapping. 16JE26 is potentially eligible for nomination to the National Register of Historic Places, pending further investigations. 61E26 will not be impacted by activities in the Reforestation Mitigation Site. No further work is recommended at this time. If future plans will impact 16JE26, further investigations are required to establish its integrity and significance.
