Book excerpt: This book describes the global legal framework for safeguarding the “Intangible Cultural Heritage” – as defined by the UNESCO Convention in 2003 – and analyses its use in selected countries in the Americas, Asia, Africa and Europe. Each of the contributions has been prepared by high profile experts and strategically addresses countries that are representative for their corresponding area. Our understanding of the term “Cultural Heritage” has changed considerably over the past few decades, and it is becoming increasingly clear that the concept also includes traditions and living expressions that we inherit from our ancestors and pass on to our descendants. UNESCO has recognised and responded to this change of perspective, creating through the 2003 Convention an international instrument for safeguarding the “Intangible Cultural Heritage”, a notion including oral traditions, performing arts, social practices, rituals, festive events, knowledge and practices concerning nature and the universe, as well as the knowledge and skills needed to produce traditional crafts. New values, practices and heritages were recognized – from the ancient African rituals to the Mexican Mariachi musical expression to the Brazilian Samba and the Mediterranean Diet – all of which convey strong social and cultural meaning for their community's identity. Intangible Cultural Heritage is a growing, relatively recent field of study and also an emblem of the dialogue between distant populations with different cultures, which is the reason why a comparative approach is the most appropriate basis for conducting an analysis of how the contracting states to the Convention live up to their commitments through national safeguarding measures and enhancement policies or through international cooperation projects.

Book excerpt: This in-depth exploration of culture, media, and protest follows South Korea’s transition from the Korean War to the start of the political struggles and socioeconomic transformations of the Park Chung Hee era. Although the post–Korean War years are commonly remembered as a time of crisis and disarray, Charles Kim contends that they also created a formative and productive juncture in which South Koreans reworked pre-1945 constructions of national identity to meet the political and cultural needs of postcolonial nation-building. He explores how state ideologues and mainstream intellectuals expanded their efforts by elevating the nation’s youth as the core protagonist of a newly independent Korea. By designating students and young men and women as the hope and exemplars of the new nation-state, the discursive stage was set for the remarkable outburst of the April Revolution in 1960. Kim’s interpretation of this seminal event underscores student participants’ recasting of anticolonial resistance memories into South Korea’s postcolonial politics. This pivotal innovation enabled protestors to circumvent the state’s official anticommunism and, in doing so, brought about the formation of a culture of protest that lay at the heart of the country’s democracy movement from the 1960s to the 1980s. The positioning of women as subordinates in the nation-building enterprise is also shown to be a direct translation of postwar and Cold War exigencies into the sphere of culture; this cultural conservatism went on to shape the terrain of gender relations in subsequent decades. A meticulously researched cultural history, Youth for Nation illuminates the historical significance of the postwar period through a rigorous analysis of magazines, films, textbooks, archival documents, and personal testimonies. Book excerpt: Korea's dividing ideologies of the past century, and the dominant efforts to legitimise the respective political agendas of the two States, have had an impact on the interpretation of, and the choice of focus within, cultural heritage and history. Cultural heritage policies are part of this particular historical narrative, reflected in heritage interpretations and activities. Whereas the socio-political studies of unification focus on a territorial unification, an approach coming from cultural heritage has the potential advantage of being able to focus on congruence through common roots, views of history and cultural values. Through an analysis of historical events and cultural heritage in the North Korean border town Kaesŏng, the research highlights the contribution of cultural heritage to past, present and future national perceptions. It also explores the impact that current socio-political developments have in turn on cultural heritage interpretations. Cultural heritage has not been, and will not to be, the major player in rapprochement politics practiced in South or North Korea. However, as a medium for collective memory and reflection, it can be a useful tool of rapprochement. Although heavily regulated by political agendas, recent joint Korean excavations in Kaesŏng, and one-day tourism tours for South Koreans to the site, provided an unique chance to observe the beginning of historical reflection on contested, compromised and shared cultural interpretations. For a time, the convergence of diverse and shared interpretations provided for the first steps towards mutual recognition and acknowledgement: that activities need to be continued.

Book excerpt: An understanding of contemporary North Korea’s literature is virtually impossible without an investigation of its formative period, 1945–1960, which saw a gradual transformation from the initial "Soviet era" to a Korean version of "national Stalinism." This turbulent epoch established a long-lasting framework for North Korean literature and set up an elaborate system of political control over literary matters, as well as over the people who served in this field. In 1946 Democratic People’s Republic of Korea (DPRK) leader Kim Il Sung described the country’s writers as "soldiers on the cultural front," thus clearly defining what the nascent Communist regime expected from its intellectuals. As a result, many literary nonentities were rewarded with fame and success (often only to be relegated once again to obscurity within a few years) while many outstanding luminaries of the past were erased from the pages of official publications or even lost their lives. The Soviet cultural impact brought new tropes, artistic images, and rhetoric, which were quickly absorbed into the North Korean discourse. However, the cultural politics of the DPRK and the USSR revealed profound and irreconcilable disparities that were rooted in the different political conditions and traditions of each country. Soldiers on the Cultural Front presents the first consistent research on the early history of North Korea’s literature and literary policy in Western scholarship. It traces the introduction and development of Soviet-organized conventions in North Korean literary propaganda and investigates why the "romance with Moscow" was destined to be short lived. It reconstructs the biographies and worldviews of major personalities who shaped North Korean literature and teases these historical figures out of popular scholarly myth and misconception. The book also investigates the specific forms of control over intellectuals and literary matters in North Korea. Considering the unique phenomenon of North Korean literary critique, the author analyzes the political campaigns and purges of 1947–1960 and investigates the role of North Korean critics as "political executioners" in these events.
