Book excerpt: Starting in the early part of the nineteenth century, American administrations expressed a desire to own Cuba. A rationale for adding Cuba to the territory of the United States could be built on Cuba's sugar and tobacco industries, as well as Cuba's mineral deposits. But economics was not the primary motivation. American presidents knew that in the event of war, any nation occupying Cuba would have an advantage over the US military strategies; this fear, coupled with the economic benefit, explains a century of policy decisions. As Frank R. Villafana shows, Cubans were not sitting idle, waiting for outsiders to liberate them from Spanish oppression. A major part of this research is devoted to studying Cuban efforts to liberate their island from prolonged Spanish domination. Cuba had been struggling for independence from Spain since the 1830s, followed by the Ten Year War. During the 1895-1898 War of Independence, Cuba came close to defeating Spain, but a merciless Spanish military effort converted Cuba into a series of concentration camps. Spain surrendered after its naval defeats by the US at Manila Bay and Santiago de Cuba, following a failed ground campaign in eastern Cuba. After the US occupied Cuba militarily, American political leaders realized only a small minority of Cubans supported annexation, and the Platt Amendment was developed as a substitute. Today, most Cubans agree that independence, even constrained by the United States, was better than enslavement by the Castro brothers. However, as Villafana emphasizes, Cubans living in Cuba as well as abroad still seek a land free and independent of foreign threat and domestic tyrants.

Without effective arras or munitions of war, and without organization, preparation, or military training, they bravely proclaimed their liberty, risking their lives, property, and all they hold dear for that inestimable blessing. They were goaded to this step by intolerable tyranny and grinding exactions. They had no voice in the government over them; they were heavily taxed without their consent; they had no control over the enormous revenue exacted from them; they had not only to support a host of hungry officials in the island, who were sent out from Spain, and who had no sympathy with the colonists or interest in the colony, but they were compelled also to contribute largely to the support of their oppressors and of that very government in Europe which denied them even the shadow of political liberty. No people ever had greater cause for revolt. None ever behaved more bravely, and, considering their want of means, the difficulties they labored under, and the vast organized military power against them, none ever made greater success, within so short a period. Yet, if unaided, directly or indirectly, by the United States, the conflict must be long and doubtful, and would only end with the utter ruin of the island. Hence, as was said, the fate of Cuba rests with this country. The Cubans may maintain the struggle to the bitter end, and, no doubt, have made up their minds to do so. The die is cast, and it would be better to suffer death in the effort to be free than to be subjugated, for Spain is cruel and unforgiving. We have seen the identification of the Queen of the Antilles with the Spanish discovery and conquest of America. We have traced the development of widespread international interests in that island, especially implicating the vital attention of at least four great powers. We have reviewed the origin and development of a peculiar relationship, frequently troubled but ultimately beneficent to both, between Cuba and the United States of America. Now, in the briefest of the four major epochs into which Cuban history is naturally divided, we shall have the welcome record of the achievement of Cuba's secure establishment among the sovereign nations of the world. The time for the War of Independence was well chosen. That conflict was, indeed, a necessary and inevitable sequel to the Ten Years' War and its appendix, the Little War; under the same flag, with the same principles and issues, and with some of the same leaders. Indeed we may rightly claim that the organization of the Cuban Republic remained continuous and unbroken, if not in Cuba itself, at least in the United States, where, in New York, the Cuban Junta was ever active and resolute. The Treaty of Zanjon ended field operations for the time. It did not for one moment or in the least degree quench or diminish the impassioned and resolute determination of the Cuban people to become a nation.{2} We have said that the War of Independence was inevitable. That was manifestly so because of the determination of the Cubans to become independent. It was also because of the failure of the Spanish government to fulfil the terms and stipulations of the Treaty of Zanjon, concerning which we have hitherto spoken. It must remain a matter of speculation whether that government ever intended to fulfil them. It is certain that few thoughtful Cubans, capable of judging the probabilities of the future by the actualities of the past, expected that it would do so. We may also regard it as certain that even a scrupulous fulfilment of those terms, while it might have postponed it, would not and could not permanently have defeated the assertion of Cuban independence.We are delighted to publish this classic book as part of our extensive Classic Library collection.
