Inflation is under control, capital and foreign investment are returning, and out growth has increased. Mexico's recovery, however, has been neither smooth nor rapid. In mid-1982, Mexico was in deep economic crisis compounded by an unfavorable international environment. Mexico was saddled with a large foreign debt, world interest rates were high, commercial banks had stopped lending, and the price for oil was dropping. Conditions at home were no better with rampant inflation, increasing capital flight, and chaos in financial and foreign exchange markets. To confront internal imbalances and accommodate adverse external conditions, Mexico adjusted its consumption and output, then sought new ways to foster growth. The crisis and adjustment imposed great hardship and demanded enormous discipline on the part of the government. This was accomplished without serious political or social disruption. In this book, Nora Lustig analyzes Mexico's economic evolution from the outset of the debt crisis in 1982 until the sweeping reforms began to bear fruit in the early 1990s. She explains the causes of the 1982 economic crisis and why it took Mexico "so long" to restore stability and growth. She also explores the question of the social costs of economic crisis and adjustment, and why the process may have been easier for Mexico than other debt-ridden countries. A discussion of the emerging role of the state in Mexico and the country's new outward-oriented development strategy is followed by an analysis of its search for greater economic integration with the United States and Canada. Export-oriented manufacturing became widely viewed as the surest recipe for realizing economic growth while reducing income inequality, and the role of foreign direct investments became increasingly important in development strategies worldwide. However, not every region, industry and social group managed to become successfully integrated into the world economy. In order to explain why these processes of economic restructuring have had such a differential impact, this study situates developments within a wider historical social and political context to establish how these processes of globalization are mediated at the regional and local level. The main object of study concerns the drastic socioeconomic transformation that has taken place in the state of Coahuila - situated in the northeast of Mexico, bordering the United States - over the past three decades. In particular since the start of NAFTA in 1994, Coahuila has become one of Mexico's most successful export-oriented manufacturing states, most importantly as a result of the large number of foreign direct investments it received. However, the effects of these developments have been unevenly distributed among its sub-regions, while questions must also be raised about its ability to contribute to sustained, long-term growth with equity. It also discusses the distribution of power and authority to governments of opposition parties within the context of a more open political space. Victoria Rodríguez uncovers a new paradox in the Mexican political system: retaining power by giving it away. She argues that since the de la Madrid presidency (1982–1988), the Mexican government has embarked upon a major effort of political and administrative decentralization as a means to increase its hold on power. That effort continued under Salinas, but paradoxically led to further centralization. However, since Zedillo assumed the presidency, it has become increasingly clear that the survival of the ruling party and, indeed, the viability of his own government require a genuine, de facto reduction of centralism.
