Book excerpt: The U.S. Army Research Laboratory and the Depth and Simultaneous Attack Battle Lab have performed the first Battle Lab Warfighting Experiment that evaluated operational concepts for the Crusader system. The experiment was conducted during June and July of 1996 in the Janus Battle Simulation Center at Ft. Sill, Oklahoma. The research addressed critical operation issues focused on the employment of the Crusader system on the 21st century digitized battlefield. Command and control, and ammunition logistics and resupply systems used by a direct support field artillery battalion when employing the simulated Crusader system were evaluated to identity innovative tactics, techniques, and procedures that could be introduced in conjunction with the fielding of the Crusader system. This research was conducted using a synthetic battlefield environment that placed field artillerymen into distributed interactive simulation technologies where they used actual tactical data processing equipment to perform fire support functions. There were four major outcomes of this research: (1) A preliminary set of tactics, techniques, and procedures that addressed command and control functions, situation awareness, fire order consistency, and sustainment was identified. This information will be evaluated further by the system developer and field artillery community and will be considered for additional testing during later experiments or closed loop studies. (2) Major findings were: (a) The Crusader system as currently specified, will deliver effective fires to defeat the projected threat and provide timely support to maneuver forces. (b) The pooled resupply concept was successfully demonstrated and shown to be a robust technique in the face of losses of individual resupply vehicles.

Book excerpt: This human dimensions assessment quantified the impact of changes in the work environment of soldiers and leaders who participated in the brigade level task force (TF XXI) Advanced Warfighter Experiment (AWE). The TF XXI AWE investigated the potential for digitizing land combat forces through the fielding of new technology equipment and accompanying changes in organizational design, tactics, techniques and procedures. Surveys and structured interviews were used to assess soldier and leader perceptions of TF XXI, the work environment, and organizational outcomes. The major finding is that as soldiers and leaders became more familiar with the new technology and its use, they were less threatened by it, and appreciated more the positive impact it would have on them, their units, and the Army as a whole. The findings also underscore potential problems with a number of different but clearly interrelated human dimensions. One example is the new career opportunities created by this technology within but also outside the Army, and the possible impact of these opportunities on Army wide personnel retention and recruitment programs. This study contributes to the requirement to define, quantify, and record empirical information to more fully understand and respond to the human dimensions of the Force XXI program.

The exploratory results provide a benchmark for future efforts and suggestions for improving information systems and future evaluations. Limitations and lessons learned on research methods are considered. Method recommendations address measurement approach issues, such as mission, enemy, terrain, troops, and time (METT-T) structure for determining information requirements, and the applicability of the MDMP in a real-time information environment. Recommendations on manual measures address the timing and scope of assessment and respondent workload. The Navy's response to adapt and develop new operational concepts in support of Network Centric Warfare is Information Technology for the Twenty First Century (IT-21). IT-21 is a reprioritization of existing Command, Control, Communications, Computers, and Intelligence (C4I) programs of record focused on accelerating the transition to a personal computer (PC) based tactical and support warfighting network. Battle Labs exist Service wide to aid in this growth process. Battle labs are focused organizations created to explore new technology, concepts, doctrine, or tactics, techniques and procedures to improve the efficiency and combat power of the forces. The Systems Technology Battle Lab was established to inject an academic viewpoint into experiments and research sponsored by the MBC and Commander, Third Fleet (COMTHIRDFLT). Currently, the documentation on the systems installed and how they work together to provide a centralized forum for experimentation and research is inadequate. The purpose of this thesis is to provide the STBL user with a guide describing the capabilities of the STBL and an example of its utilization in an integrated form.

Book excerpt: The relative success of implementing technological changes in organizations is frequently related to the effectiveness of the technology implementation process itself. Consequently, when engaged in technological changes, organizations should monitor how the technology implementation process impacts employees. By monitoring this process, key decision makers are better able to determine the extent to which observed outcomes are due to new technology, per se, or are the by-product of changes in the work environment brought on by the technology implementation process. Human dimensions assessments are designed to monitor and record the human dimensions of changes that occur in the work environment. These assessments have been an important part of major Army initiatives since World War II. This human dimensions assessment quantified the impact of changes in the work environment of an experimental brigade-level task force (TF XXI) caused by an Advanced Warfighter Experiment (AWE). The TF XXI AWE was designed to investigate the potential for digitizing land combat forces. The digitization initiatives were highlighted by the fielding of new technology equipment, but included also changes in tactics, techniques and procedures, as well as some changes in organizational design. These digitization initiatives and the changes they caused in the work environment were examined for their impact on organizational effectiveness and on how participants perceived the AWE and their role in it. Based on a review of the literature, changes associated with the TF XXI AWE were expected to impact workload and the perceived meaningfulness of the work. Our data showed a large increase in the number of work hours reported by soldiers and leaders over the course of the AWE. The increase in work hours was most noticeable for Officers and was associated with an increase in work-family conflict for Officers.
