With the new Trump administration's executive order to approve the Keystone XL pipeline, there are now four potential pipelines that could be built across Canada in the years to come. But, are all these projects needed? What are the implications for Canada's energy sector over the long-term? What are the potential economic impacts of these projects? And, what other issues are worth considering in the context of the ongoing and evolving pipeline debate? Canada's energy sector accounts for 1/10th of the national economy, rivaling the size of the manufacturing sector, and contributing significantly to the Canadian and provincial economies. For the sector to continue to succeed and to contribute positively to Canada's economy over the long-term, a number of key challenges need to be solved. One of those challenges is building the infrastructure necessary to access new markets – including crude oil pipelines. Canadian oil production is expected to increase by over 40 per cent between 2016 and 2040—from 3.8 to 5.4 million barrels per day (MMb/d). At least two to three large crude oil export pipelines will be required to accommodate these growing volumes over the long-term. Meanwhile, recent studies by The Conference Board of Canada assessing the economic impacts of the Energy East and Trans Mountain expansion projects indicate that the benefits of these projects are significant--widespread across regions and industries--and that they will benefit the country for decades.
