BACKGROUND In June of 1988, approximately forty scholars and researchers met for four days in the Leeuwenborst Congres Center in Noordwijkerhout, The Netherlands, to participate in a workshop entitled Self-Report Metho dology in Criminological Research. The participants represented 15 nations and 30 universities and research centers, a diversity that was matched by the experiences and focal interests in self-report methods among the participants. This volume is the result of the workshop process and in particular of the invitations to participants to prepare pre-conference papers for distribution prior to the workshop. The chapters in the volume were selected from the larger set of pre conference papers. As workshop conv~ner and volume editor, it falls on me to set some of the context for this enterprise. Self-report crime is "admitted" crime, derived from interview and questionnaire responses obtained from adults and juveniles (regardless of whether or not they have been arrested) concerning their own illegal behaviors. Growing awareness of the limitations of official crime statistics has led to the development of self-report procedures.

Mednick This introduction delineates what we consider to be three of the most important impediments to the advance of knowledge in the field of criminology. The most fundamental need is for more studies of the nature and progress of criminal and delinquent careers. The second need is for more prospective, longitudinal studies of the etiology of crime and delinquency. The third need concerns the lack of interdisciplinary research toward a more integrated understanding of delinquent and criminal behavior. Criminal and Delinquent Careers The birth cohort study by Wolfgang, Figlio and Sellin (1972) was heralded by many (Farrington, 1973; Erickson, 1973; Weis, 1974) as a landmark which allowed researchers to study the course of delinquency without the usual sampling biases that plagued other, cross-sectional research. For the first time, we could get a reasonable picture of when delinquency usually starts, what proportion of the population engages in delinquency, what types of delinquencies they engage in, what proportion continue, and so on. Cross sectional studies do not permit the investigation of careers because cross 1 PROSPECTIVE STUDIES OF CRIME AND DELINQUENCY 2 sectional sampling includes only portions of careers for many of the individuals sampled. This is just one of the many problems that restricted researchers' ability to study the nature of criminal careers.

The FBI's Uniform Crime Reports has collected information on crimes known to the police and arrests from local and state jurisdictions throughout the country. The National Crime Victimization Survey, a general population survey designed to cover the extent, nature, and consequences of criminal victimization, has been conducted annually since the early1970s. This workshop was designed to consider similarities and differences in the methodological problems encountered by the survey and criminal justice research communities and what might be the best focus for the research community. In addition to comparing and contrasting the methodological issues associated with self-report surveys and official records, the workshop explored methods for obtaining accurate self-reports on sensitive questions about crime events, estimating crime and victimization in rural counties and townships and developing unbiased prevalence and incidence rates for rate events among population subgroups.

Although longitudinal research in criminology has a long history, this workshop represented the first one in the field of criminology in which it was attempted to get together the main scholars in this field from around the world. The largest group of the workshop represented American scholars (19), a reflection of the fact that longitudi nal research in criminology is predominantly conducted in North America. This volume is the result of the workshop process and in particular of the invitations to participants to prepare pre or conference papers. The chapters in this volume were selected from a larger set of pre- or conference papers. As workshop conveners and volume editors, it falls to us to set some of the context for this enter prise. Longitudinal research in criminology became a major approach after the publication of the land mark study by Wolfgang, Figlio, and Sellin "Delinquency in a Birth Cohort" in 1972. Around the same time, when Wolfgang, Figlio, and Sellin started their Philadelphia cohort study, were longi tudinal studies, although different in scope and aim, launched by Shannon in the USA, West in England, Janson in Sweden, and Goppinger in Germany.

Key to the control theory perspective is the notion that crime is an inherently individual act, and its explanation requires that we focus on the characteristics of individuals who commit crimes. Consequently, control theory focuses on such issues as self-control and social control. The contributions to this volume explicate and extend the application of control theory. It is divided into three general areas. Part 1 focuses on key assumptions and components of control theories. Contributors discuss the notion of learning, or socialization, in the context of control theory and the effects that families, peers, and the criminal justice system have on self-control, social ties, and criminal behavior. ISRD is a major international research collaboration that now covers some 35 countries. It surveys young people aged 12 to 16 in their schools, asking about their experience of crime – both as offenders and as victims – and about their attitudes to crime and justice and about their home and school life. ISRD1 was carried out in 1991-1992 and ISRD2 in 2006-2008. ISRD findings presented here cover the 27 ISRD3 countries for which data are already available, with a total sample approaching 63,000 young people. For most of these countries, the samples are drawn from two major cities. This volume provides key findings on self-reported offending and on victimization.Chapter 1 set the scene, and describes the background to ISRD3. Chapter 2describes the methods used in the survey; respondents complete the ISRD questionnaire either in paper format or – increasingly – using a standardized internet program. Chapter 3 covers key findings on self-reported offending, including the important finding that preparedness to disclose offending varies according to cultural context. Chapter 4 presents findings on victimization, including important new findings on hate crime and the use of parental violence, as well as coverage of more conventional forms of crime. A final chapter summarizes the results and draws out their implications.
