At the same time the EU has emerged as an important player in the region, formulating its European Neighbourhood Policy, and engaging neighbouring states in a process of cross-border regional co-operation. This book explores a wide range of complex and contested questions related to borders, security and migration in the emerging "European Neighbourhood" which includes countries of the Caucasus and Central Asia as well as the countries which immediately border the EU. Issues discussed include new forms of regional and cross-border co-operation, new patterns of migration, and the potential role of the EU as a stabilizing external force.

Book excerpt: The EU continuously searches for more effective policy towards its eastern neighbourhood, which is reflected in the on-going adaptation of its existing approaches, discourses and policy strategies to the new challenges of its external environment. In order to understand the complexity and limitations of the EU framework under the European Neighbourhood Policy (ENP) and the Eastern Partnership Initiative (EaP) – that is, to consider the interface between policy instruments, institutional structures, and multiple agents – one needs to adopt an original analytical perspective of practices to comprehensively assess the policies’ outcomes. This volume therefore offers an examination of social practices as implemented through the use of policy instruments and subsequently embedded into the existing/emergent social structures which shape and determine the EU-neighbours’ relations. To gauge success of the ENP in the eastern region, the manuscript pulls together a rich collection of geographical and thematic case-studies, joined by the overarching conceptual framework of practices. This study’s principal aims are to discern patterns of social practices which guide agents’ interactions in different policy areas; to explore the origin and effect of these practices (the role of dominant discourses, logistical imbalances, deliberate strategies, etc.); and to explicate the nature of the emerging social structures being established in the eastern region. This approach is distinctive from other constructivist undertakings as it allows to synergise the meanings of social actions (through the focus on agents and instruments), and their structural extensions (through the focus on emergent structures) across geo- and bio-political localities of the EU and its eastern neighbourhood. The rationale for this collection is thus defined by changing political relationships between the 27-member European Union and countries in its immediate vicinity. These transformations include the ongoing but by no means straightforward process of Turkey’s EU membership, an evolving (and complex) partnership with Russia and the development of deeper political, economic and social relationships with many other neighbouring countries. More specifically, the work presented here involves comparative studies of how the EU is perceived by civil society actors both within and outside the EU. The book examines relevant material from a broad perspective, and attention is paid to the in-depth analysis of Eastern Partnership Agreements and the new Association agreements, examining their place in the External Relations Law of the EU and the legal mechanisms of their operation. In this respect, comparisons with the previous Association agreements with the states of the Central Europe are also made here. A great part of the book is also dedicated to an analysis of the issues of human rights, the rule of law, and legal approximation as a key element of the acceptation of duties of the association countries. Recent political unrest in Ukraine in connection with the delay of the signature of the EU-Ukraine Association Agreement has also shown that this contract instrument is considered to be a key indicator in geopolitical terms, as a concrete expression and powerful symbol of the future orientation of this Partnership state and its willingness to share common European values. It focused on developing a future research agenda, strengthening regional studies and increasing interdisciplinarity and the means to improve cross-border cooperation and was aimed at providing a comprehensive, interactive and interdisciplinary account of security building and cross-border cooperation in which domestic, regional and international dimensions were discussed. The book is divided into three sections. The first provides an analysis of the role of international and domestic actors in contributing to security building in the Euro-Atlantic, the Black Sea and the Southern Caucasus regions. The second section discusses the patterns of cross-border cooperation in Eastern and Central Europe and the wider Black Sea region, concentrating on Romania, Moldova, Ukraine, Georgia and the Russian Federation. With references to the nature of international involvement in conflict resolution, the last section focuses on cross-border cooperation in the Southern Caucasus, where conflicts have an enormous impact on nation-building, state-building and democratization, and where prospects for stability and a viable peace remain in serious question. Available in PDF, EPUB and Kindle. Book excerpt: The launch of the EU's Eastern Partnership in 2009 intended to signal a new, elevated level of EU engagement with its Eastern neighbourhood. Yet there remain several long-simmering and potentially destabilising conflicts in the region, with which EU engagement thus far has been sporadic at best. The Union's use of its Common Security and Defence Policy (CSDP) in the region to help solve these disputes has been particularly ad hoc and inconsistent, wracked by inter-institutional incoherence and undermined by Member States' inability to agree on a broad strategic vision for engagement with the area. The three CSDP missions deployed to the region thus far have all suffered from this incoherence to various extents. In particular, all three were tasked with long-term mandates far beyond their real capabilities, largely for symbolic reasons. This reflects a perception, common in Brussels even after the Treaty of Lisbon, that the EU's instruments are either "political", like the CSDP, or "technocratic", like the European Neighbourhood Policy (ENP). Yet the CSDP's role as political symbol has only made Member States reluctant to deploy it in such a politically-sensitive region, and this artificial and unrealistic distinction between the two types of policy instruments has hampered the EU's ability to use its wide variety of tools in an effective, coherent and long-term way. This paper argues that the creation of the External Action Service (EAS), as well as the relatively positive current climate of EU-Russia relations, offer an unrivalled opportunity for the EU to reconsider its approach to using CSDP to help resolve the conflicts in its Eastern neighbourhood. First, the EAS must develop a set of concrete and politically realistic policy aims for each of the three major disputes in the region: in Transnistria, Nagorno-Karabakh and the two breakaway provinces of Georgia, South Ossetia and Abkhazia. The EAS, together with the Directorate General for the ENP, should then plan together to use their various instruments in support of one another, rather than, as has too often been the case until now, merely brief one another on separate but parallel policies.
