Book excerpt: Crop receipts are a promising innovation in agricultural finance first developed in Brazil about 20 years ago and recently replicated in Eastern Europe. Crop Receipts allow farmers to obtain pre-harvest finance against a promise to produce a certain amount of crops, with their future farm production serving as main collateral. Taking inspiration from past successes, this study examines the scope for adapting crop receipts to the African context and for introducing them on a pilot basis. The study analysis of the evolution of crop receipts and explores opportunities, challenges and entry points for crop receipt in Africa. Crop receipt pilots in Uganda and Zambia are considered based on a detailed assessment of the legal frameworks, financial and agricultural sectors, and stakeholder consultations. The report closes with the main findings and offers some strategic and operational considerations for introducing crop receipt finance in Africa. The study was conducted by the FAO investment Centre within its partnership with the International Finance Corporation (IFC) with co-funding from the GAFSP Private Sector Window. While the primary objective of the study is to guide IFC in exploring concrete investment opportunities for piloting crop receipts, its findings and recommendations could be of interest to a broader set of stakeholders in agricultural finance and development.

Governments, development partners and even the private sector have been overly focussed on selling to developed country export markets, which are highlycompetitive and restrictive. Six of the world’s ten fastest growing economies over the last decade are in Africa and, as wealth has increased, food import bills have been skyrocketing. If farmers are to benefit from opportunities presented by the growing food demand from urban populations, marketing channels between rural areas and cities must be significantly improved.

Book excerpt: Financing Africa takes stock of Africa's financial systems in light of recent changes in the global financial system --including the greater risk aversion of international investors, a shift in economic and financial powers towards emerging markets and the regulatory reform debate - and the increasing role of technology. Using a wider and more detailed array of data than previous publications, we observe a trend towards financial deepening, more stability and more inclusion leading up to the crisis; serious challenges, however, continue, including limited access to financial services, focus on short-term contracts and hidden fragility, related to weak regulatory frameworks, undue government interference and governance deficiencies. Our policy analysis therefore focuses on (i) expanding outreach, (ii) fostering long-term finance and (iii) improving regulation and supervision. We identify the positive role of innovation and competition, a stronger focus on non-traditional financial service providers, and more emphasis on demand-side constraints as priority areas for policy actions. Specifically, competition from new players outside the banking system, including telecomm companies can increase outreach with technological innovation that changes the economics of retail finance. Moving beyond national stock exchanges that are not sustainable in most African countries towards regional solutions and over-the-counter trades can help foster long-term finance, as can addressing governance challenges in contractual savings institutions, including life insurance companies and pension funds. Finally, there is a need to look beyond supply-side constraints towards users of financial services, focusing more on financial literacy of households and firms, but also consumer protection. In formulating policy messages, we carefully distinguish between different country groupings, differentiating -- among others -- between low- and middle-income and small and larger economies, with a special focus on resource-based economies and post-conflict countries. This book reaches out to both policy makers concerned about a more inclusive and effective financial system and other stakeholders, including practitioners and development partners. With this book we aim to contribute to the on-going financial sector debate on Africa, with the ultimate goal of faster economic development and poverty reduction.

The best practice cases presented represent a) diverse business models, b) risk mitigation tools and approaches for value chains and their financing, c) investment fund applications, d) digital applications, e) women’s value chain financing and f) policy issues along with three user-case scenarios. The document is organized with an introduction of the cases, a synthesis of the learning, presentation of each of the cases and summary tables for comparisons among them. Training facilitators can use the document as a whole or selectively use cases to fit their specific training needs. The document is meant to be a living document, with updates of cases and the expansion of the models and tools to fit the context of their application in diverse value chain and country settings.
