They were able to track down Dokmanovi?, only to find that taking him into custody was a different story altogether. The politics that led to the war hindered justice once it ended. The evidence analyzed in this paper supports the view that monetary policy in Croatia is not an effective tool for aggregate demand management. One of the main conclusions is that financial conditions in the economy are only weakly correlated with the monetary policy stance. Monetary policy can exercise some control over money-market interest rates, but its influence on lending rates is uncertain and comes with long lags. The paper also examines determinants of lending rates and domestic spreads in Croatia.

Book excerpt: When in the fourth century the Roman empire split into the Western and Eastern empires, the boundary between the two stretched from the Montenegrin coast up the river Drina to the confluence of the Sava and the Danube and then further north. This boundary has remained virtually unchanged for 1,500 years: the European, Catholic West and the Orthodox East meet on Slav territory. There were, and still are, ethnic similarities between the peoples on either side of the divide, but their culture and history differ fundamentally. The Croats and Croatia, on the western side of the divide, are traditionally linked with Hungarian, Italian, and German regions and Western Europe, and are also influenced by their long Mediterranean coastline. Ivo Goldstein's Croatia provides a necessary, accessible history of development of what is now an independent state. Croatia includes major sections on the early medieval Croatian state (until 1101), the periods of union with Hungary (1102-1526) and with Austria (1526-1918), incorporation in Yugoslavia (1918-91) and the creation of a sovereign state. Charting social, economic, and cultural developments, Goldstein shows us that this complex historical pattern explains many of the political developments of today.

Central to the Croatian experience has been the issue of nationalism and whether the Croatian state should be defined as a citizens' state (with members of all nationality groups treated as equal) or as a national state of the Croats (with a consequent privileging of Croatian culture and language, but also with a quota system for members of national minorities). Sabrina P. Ramet and Davorka Mati ́c have gathered here a series of studies by important scholars to examine the development of Croatia in the aftermath of communism and the war that marred the transition. Sixteen scholars of the region discuss the values and institutions central to Croatia's transformation from communism and toward liberal democracy. They discuss economic change, political parties, and the uses of history since 1989. To understand the patterns in Croatia, they examine how civic values have been expressed, reinforced, and sometimes challenged through religion, education, and the media. The implications of nationalism in its various manifestations are treated thematically in all the analyses. This book is a companion volume to a similar study on Slovenia, edited by Sabrina P. Ramet and Danica Fink-Hafner and released in fall 2006. Together, these two works form an important case study in comparison and contrast between two countries in the same region going through the transition from communism to liberal democracy. Book excerpt: This volume attempts to critically analyze Chaim Kaufman's ideas from various methodological perspectives, with the view of further understanding how stable states may arise after violent ethnic conflict and to generate important debate in the area. After the Cold War, the West became optimistic of their ability to intervene effectively in instances of humanitarian disasters and civil war. Unfortunately, in the light of Bosnia, Somalia and Rwanda, questions of the appropriate course of action in situations of large scale violence became hotly contested. A wave of analysis considered the traditional approach of third parties attempting to ensure that the nation was built on the basis of a ruling power-share between the opposing sides of the conflict to be overwhelmingly problematic, and perhaps impossible. Within this movement Kaufman wrote a series of articles advocating separation of warring sides in order to provide stability in situations of large scale violence. His theorem provoked extreme responses and polarized opinion, contradicting the established position of promoting power-sharing, democracy and open economies to solve ethnic conflict and had policy implications for the entire international community. This book was previously published as a special issue of Security Studies.

In 1944 a team representing the incipient state was dispatched to play matches around the liberated Mediterranean. This consummated a deep relationship between football and communism that endured until this complex multi-ethnic polity tore itself apart in the 1990s. Starting with an exploration of the game in the short-lived interwar Kingdom, this book traces that liaison for the first time. Based on extensive archival research and interviews, it ventures across the former Yugoslavia to illustrate the myriad ways football was harnessed by an array of political forces. Communists purposefully re-engineered Yugoslavia's most popular sport in the tumult of the 1940s, using it to integrate diverse territories and populations. Subsequently, the game advanced Tito's distinct brand of communism, with its Cold War-era policy of non-alignment and experimentation with self-management. Yet, even under tight control, football was racked by corruption, match-fixing and violence. Alternative political and national visions were expressed in the stadiums of both Yugoslavias, and clubs, players and supporters ultimately became perpetrators and victims in the countries' violent demise. In Richard Mills' hands, the former Yugoslavia's stadiums become vehicles to explore the relationship between sport and the state, society, nationalism, state-building, inter-ethnic tensions and war.
