Central to the Croatian experience has been the issue of nationalism and whether the Croatian state should be defined as a citizens’ state (with members of all nationality groups treated as equal) or as a national state of the Croats (with a consequent privileging of Croatian culture and language, but also with a quota system for members of national minorities). Sabrina P. Ramet and Davorka Mati´c have gathered here a series of studies by important scholars to examine the development of Croatia in the aftermath of communism and the war that marred the transition. Sixteen scholars of the region discuss the values and institutions central to Croatia’s transformation from communism and toward liberal democracy. They discuss economic change, political parties, and the uses of history since 1989. To understand the patterns in Croatia, they examine how civic values have been expressed, reinforced, and sometimes challenged through religion, education, and the media. The implications of nationalism in its various manifestations are treated thematically in all the analyses. This book is a companion volume to a similar study on Slovenia, edited by Sabrina P. Ramet and Danica Fink-Hafner and released in fall 2006. Together, these two works form an important case study in comparison and contrast between two countries in the same region going through the transition from communism to liberal democracy. Yet until the 1980s, repatriation, or the right of return, was not a focus of refugee policy, and though it might enjoy a privileged position in today's debates, repatriation remains an elusive outcome for many victims of ethnic conflict. According to Howard Adelman and Elazar Barkan, the roots of this disconnect lie in the modern transformation of repatriation into a universal right, which undermines political solutions to refugee crises. Surveying cases of ethnic displacement throughout the twentieth century, Adelman and Barkan juxtapose the empirical lack of repatriation against the belief in the right of return as it has evolved since the 1940s, revealing its distortion of international efforts at conflict resolution, as well as its prolonging of ethnic and national conflict and aggravation of the fate of the displaced. They find that repatriation only takes place when identity, defined by ethnicity or religion, is not at the core of the displacing conflict, and when refugees do not make up a minority in their original country. Rather than perpetuate a ritual belief concerned with national aspirations, Adelman and Barkan call for rehabilitation policies that treat the suffering of the displaced, and they share ideas for policy that respect the different displacements and tensions between refugees' conflicting rights.

Book excerpt: The study of 'divided societies' has focused, historically, on either ethnic divides in colonial (or post-colonial) societies or on developed Western democracies which have ethnic power-sharing Government structures. The study of divided societies emerged historically at a moment when there was a growing interest in the study of immigration and inter-ethnic relations in developed industrial nations. These two sets of literature―on divided societies and on immigration and inter-ethnic relations―have developed largely in isolation from each other. Both sets of literature have also tended to focus on inter-ethnic relations, and have paid much less attention to migration. This edited collection sets out to fill this gap in the literature through examining migration and ethnic division. The case studies examined include developed industrial nations (Canada and Norway), a post-colonial country (Kenya) and three cases which feature regularly in the 'divided societies' literature (Bosnia, Northern Ireland and Israel). Taken together, these case-studies suggest ways in which migration intersects with and complicates ethnic divides in 'divided societies'. This book was published as a special issue of Ethnopolitics.
