Book excerpt: A new, validated survey instrument, SPEAR (Superintendents' Professional Expectations and Advancement Review), asked top executives about their opinions, skills, perceptions on a range of career concerns, and future interests. Of the nation's 13,500 school superintendents, a random sample of 2,979 was selected, segmented by district size. The overall finding is that superintendents are proud and satisfied with their own accomplishments, but greatly concerned about the prospect of finding talented leaders to take their places. Some of the questions explored in the survey include the following: Is there a crisis in attracting educators into the profession? How satisfied are superintendents with their careers? How mobile are superintendents? What are their professional concerns? What personal concerns and motives do they express? and What skills do they bring to the job? Book excerpt: While the likelihood and probability of school districts encountering major crises remain unknown, superintendents need to anticipate and prepare for such events that have the potential to threaten their organization. The purpose of this phenomenological study is to explore the behaviors and actions of New York State public school superintendents before, during, and after varying crises within their school districts. The research will analyze superintendents' behaviors and actions using Pearson and Mitroff's (1993) five-stage theoretical framework for crisis management and how those behaviors and actions promote organizational resilience. One-on-one interviews were conducted with twelve superintendents of school districts throughout New York State. All participants experienced and led their school district through high-profile crises during their tenure. The research sought to determine what behaviors and actions superintendents took when faced with a crisis and which of those behaviors and actions were perceived to be most effective in promoting organizational resilience. Further, data were collected and analyzed to determine if and how superintendents' behaviors and actions varied with internal and external stakeholder groups when managing a crisis. The overall findings indicated that many of the behaviors and actions superintendents had taken to lead their school districts through a crisis were similar, including 1) crisis detection, planning, and preparation; 2) crisis containment and limitation; and 3) crisis recovery and learning. Superintendents identified communication as a central theme when engaging stakeholders inside and outside the organization. Superintendents' engagement with stakeholder groups varied by 1) crisis communication strategies; 2) crisis communication delivery; and 3) school board engagement. Although there was no clear consensus among the participants as to what behaviors and actions were perceived to have promoted organizational resilience, most superintendents discussed post-crisis recovery, including 1) community building; and 2) community healing. Several recommendations came from this research but none more critical than the need to amend the existing New York State Education Law relative to school safety. Such amendments should promote post-crisis reflection and action by expanding the role of the district-wide school safety team and charging safety teams to develop comprehensive crisis plans by conducting tabletop exercises to prepare for unanticipated crises that may impact school districts. Moreover, given the increasing threats crises pose to schools, it is clear school districts require the assistance of professional associations to provide professional development for district leaders on how to assess and strengthen the resiliency of their organization. Recommendations for future research are also offered.

Book excerpt: The unanticipated extended school closures in the Spring of 2020 across New York State (NYS) due to the COVID-19 global health crisis will likely have significant impacts on the students who experienced them (Aldeman, 2021; Bernstein et al., 2020). Superintendents and the impact they have on student outcomes is a well-studied topic (Marzano et al., 2005). How those leaders performed the executive tasks of crisis management (Boin et al., 2013) during the development of reopening plans (NYSED, 2020) is demonstrative of their crisis leadership. The exhibition of that leadership also impacts the resilience of the organization (Barasa et al., 2018). The purpose of this phenomenological qualitative study was to explore the crisis leadership of superintendents from the perspective of Hudson Valley and Capital Region Elementary principals who participated in the development of their school's COVID-19 reopening plan development. This study used Boin et al.'s (2013) 10 Executive Tasks of Crisis Management and Barasa et al.'s (2018) Nine Factors that Influence Organizational Resilience to establish three research questions aimed at understanding the experience of elementary school principals who acted as members of their superintendent's crisis leadership team.The findings that resulted from this study indicate that superintendents who effectively performed the executive tasks of crisis management (Boin et al., 2013) also impacted the resilience of their organization (Barasa et al., 2018). Several conclusions and recommendations have resulted from the findings in this study, but possibly the most important is the recommendation that superintendents grow the leadership capacity of actors within their organization, to increase the system's ability to respond to challenge and change.

Book excerpt: Literature over the past several decades offers a plethora of information regarding crisis management in the private sector (Burnett, 1998; Fink, 1986; Coombs, 2007; Pauchant & Mitroff, 1992; Pearson & Clair, 1998; Pearson & Mitroff, 1993). Conversely, there is little research regarding crisis management in a school setting (Gainey, 2009; Smith & Riley, 2012). Leadership in a school setting is often discussed in terms of student achievement (Fullan, 2014; Marzano & DuFour, 2011; Waters & Marzano, 2006; Waters, Marzano & McNulty, 2003) or through change initiatives (Bennis, 2009; Boleman & Deal, 2006). School district leaders need to have a more diverse skill set and management techniques specific to the challenges that a crisis presents. The purpose of this qualitative comparative case study is to explore the crisis leadership actions of Superintendents while managing the COVID-19 pandemic. Four key members of four school districts were interviewed to capture the Superintendent's perceived actions while managing a crisis. The Superintendent, a building principal, the teachers' union president, and the board of education president were interviewed using Fink's (1986) Four-Stage Framework for Crisis Management. Data was collected using an interview process and hand-coded to identify themes. The key findings for this study included actions most valued by school district leaders in relation to how the Superintendent addressed the COVID-19 crisis. The actions identified included a portrayal of consistent decision-making, consistent communications, and the ability to collaborate. Twelve of twelve participants noted the high value of confidence in decision-making and providing consistent communications. All of the districts studied continued to emphasize the importance of collaboration with all stakeholders, including the importance of collaboration with the regional BOCES groups and regular Superintendent meetings. Participants from all four school districts discussed the importance of these actions to effectively and successfully address the challenges of the ongoing pandemic.

Book excerpt: Excerpt from The Normal School Crisis Four years ago I tried to show this Council that the humiliation of the Illinois Normal School had begun twenty years before. It was no accident that in the eighties and in the nineties the professors in our normal schools were the educational leaders of Illinois. Two thousand dollars was not a high salary but it was more than was paid on the average to superintendents of our 42 largest cities, excepting Chicago, and as much as was paid to heads of departments at the University of Illinois. As one looks back today he wonders whether upon this salary question we normal school people were asleep during the twenty years preceding the outbreak of the European War. Slowly prices rose, until by 1913 they were 60 per cent higher than. In 1896 and 40 per cent higher than the average level of the nineties. With the prices of commodities rose the salaries of public school teachers and of pro fessors at the State University. Between 1897 and 1916 in three classes of our largest cities - excepting Chicago - salary increases averaged, for superintendents 85, 45, and 74 per cent respectively, and for high school principals, 82, 66, and 136 per cent, while at the Uni versity of Illinois for heads of departments they more than doubled. During the-same period for a week of service the money wage of the normal school professor increased 16 per cent. Perhaps nobody in tended this humiliation of the normal teacher. A rise of three per cent a year in prices and in superintendents' salaries may have escaped notice. But while the normal school professor's salary in 1897 had exceeded the high school teacher's salary by 31 per cent and the superintendent's salary by 8 per cent, by 1916 the superintendent's pay was 30 per cent and the high school principal's pay 14 per cent above that of the professor. If the twenty years preceding the outbreak of the War form the first period of normal school degradation in Illinois, the briefer time since the outbreak completes a second period.
