Book excerpt: East Timor's violent transition to independence, which began early in 1999, presented the Australian Government with a significant foreign policy crisis. This crisis was not sudden, totally unexpected or ultimately threatening to Australia's survival. But the crisis consumed the attention of Australian leaders, saw significant national and international resources employed, and led to the largest operational deployment for the Australian Defence Force since the Vietnam War. This crisis also created a significant rupture in the hitherto carefully-managed relationships between Australia and its important neighbor, Indonesia. The events of September 1999 ultimately led to the birth of a new nation and the deaths of many people who might have otherwise expected to enjoy that independence. In this major study, David Connery examines how the Australian Government - at the political and bureaucratic levels - developed and managed national security policy in the face of this crisis. The events, and the policymaking processes that both led and followed, are reconstructed using sixty interviews with key participants. This study identifies certain characteristics of crisis policymaking in Australia that include a dominant executive, secrecy, external actors and complexity.

Book excerpt: This book argues that the international community must share responsibility for contributing to the conditions that resulted in violent conflict in Timor-Leste, four years after it declared independence from Indonesia. Its failure to tailor interventions to Timor-Leste’s specific political economy and conflict dynamics distanced the state from its citizens and undermined its capacity to forge a political settlement founded on a robust social contract. At a time in which conflict-affected states are receiving unprecedented attention and peacekeeping operations and humanitarian emergencies are becoming increasingly complex, this book argues that radical changes are urgently required in the way the international community operates in these environments. The findings are rooted in an examination of the mechanisms used by international development actors in Timor-Leste between 1998 and 2006. In bringing together wide-ranging perspectives, the author shows that international actions cannot be separated from the local political and socio-economic context, demonstrating that interventions are never ‘apolitical’ and that peacebuilding must be intentional. Indeed, political settlements premised on a robust social contract should not be taken for granted anywhere. The impact of increasing disenfranchisement, mistrust in institutions and structural inequalities evident in the global North suggest that lessons from peacebuilding in Timor-Leste are relevant far beyond its shores. This book is essential for students and researchers in the fields of development studies, international political economy, peacebuilding and conflict resolution, and for practitioners and policymakers striving to advance peace.

Each main section is further subdivided with ever-increasing specificity into sub-sections on codification, codification attempts, general studies, studies of certain recognition questions and studies of specific recognition cases. The bibliography employs a broad meaning of recognition. It is not restricted to the question of status of an authority or entity in international law but encompasses also the question of relations with it. The extent of Indonesia?s progress in this area has been the subject of heated debate, both in Indonesia and in Western capitals. Human rights organizations and critical academics, on the one hand, have argued that the reforms implemented so far have been largely superficial, and that Indonesia?s armed forces remain a highly problematic institution. Foreign proponents of military assistance to Indonesia, on the other hand, have asserted that the military has undergone radical change, as evidenced by its complete extraction from political institutions. This study evaluates the state of military reform eight years after the end of authoritarian rule, pointing to both significant achievements and serious shortcomings. Although the armed forces in the new democratic polity no longer function as the backbone of a powerful centralist regime and have lost many of their previous privileges, the military has been able to protect its core institutional interests by successfully fending off demands to reform the territorial command structure. As the military?s primary source of political influence and off-budget revenue, the persistence of the territorial system has ensured that the Indonesian armed forces have not been fully subordinated to democratic civilian control. This ambiguous transition outcome so far poses difficult challenges to domestic and foreign policymakers, who have to find ways of effectively engaging with the military to drive the reform process forward.This is the twenty-third publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.
