Book excerpt: This book is the outcome of a South-South conference jointly organized by the Asian Political and International Studies Association (APISA), the Latin American Council of Social Sciences (CLACSO) and the Council for the Development of Social Science Research in Africa (CODESRIA) in Dakar, Senegal, May 2012. The conference was organised in response to the financial crisis of 2008 which started in the United States and Europe, with reverberating effects on a global scale. Economic problems emanating from such crises usually leave major social and structural impacts on important sectors of the society internationally. They affect living standards and constrain the well-being of people, especially in poor countries. Persistent problems include high unemployment, increased debt and low growth in developed countries, as well as greater difficulties in accessing finance for investment in the developing world. There is a need for countries in the South to examine the available options for appropriate national and regional responses to the different problems emanating from the economic crisis. This book attempts to provide ideas on some strategic responses to the disastrous impact of the crisis, while keeping in mind the global common interest of the South. It is hoped that the book will contribute significantly towards the agenda to rethink development and the quest for alternative paradigms for a just, stable and equitable global political, economic and social system. A system in which Africa, Asia, and Latin America are emancipated from the shackles of hegemonic and anachronistic neoliberal dictates that have nothing more to offer than crises, vulnerabilities and dependency.

Book excerpt: This paper describes the recent trends in foreign bank ownership in developing countries, summarizes the existing evidence on the causes and implications of foreign bank presence, and reexamines the link between banking crises and foreign bank participation. Using data on the share of banking sector assets held by foreign banks in over 100 developing countries during 1995-2002, the results show that countries that experienced a banking crisis tended to have higher levels of foreign bank participation than those that did not. Furthermore, panel regressions indicate that foreign participation increased as a result of crises rather than prior to them. However, post-crisis increases in foreign participation did not coincide with increased credit to the private sector, perhaps because in many cases foreign banks acquired distressed banks.

La libéralisation financière rapide des PED sans mise en place d'une règlementation cohérente et d'une supervision bancaire adéquate, a été une cause importante des crises financières observées dans les économies émergentes au cours des trois dernières décennies. D'abord, nous analysons l'impact de la globalisation financière sur la croissance dans les pays en développement, leur degré d'intégration et sa répercussion sur la croissance et la volatilité macroéconomique des PED. Dans la deuxième partie nous étudions la crise asiatique de 1997 et nous analysons les facteurs explicatifs de l'augmentation de l'endettement et spécifiquement de la dette publique dans les pays asiatiques. Bien que chacun des pays asiatiques ait eu une structure économique différente et, par conséquent, ait pris différentes mesures économiques pour faire face à la crise, l'un des facteurs communs était la dépréciation de la monnaie et l'effondrement des marchés boursiers. Enfin, nous pouvons constater que les réformes ont apporté des améliorations significatives mais il se peut qu'elles ne parviennent pas à protéger les économies de la région contre un choc extérieur futur.

Book excerpt: Vulnerability to crises in the banking sector appears to be associated with these factors: a weak macroeconomic environment characterized by slow GDP growth and high inflation, vulnerability to sudden capital outflows, low liquidity in the banking sector, a high share of credit to the private sector, past credit growth, the existence of explicit deposit insurance, and weak institutions.In the 1980s and 1990s several countries experienced banking crises. Demirguuml;ccedil;-Kunt and Detragiache try to identify features of the economic environment that tend to breed problems in the banking sector.They do so by econometrically estimating the probability of a systemic crisis, applying a multivariate logit model to data from a large panel of countries, both industrial and developing, for the period 1980-94. Included in the panel as controls are countries that never experienced banking problems.The authors find that crises tend to occur in a weak macroeconomic environment characterized by slow GDP growth and high inflation. When these effects are controlled for, neither the rate of currency depreciation nor the fiscal deficit are significant.Also associated with a higher probability of crisis are vulnerability to sudden capital outflows, low liquidity in the banking sector, a high share of credit to the private sector, and past credit growth.Another factor significantly (and robustly) associated with increased vulnerability in the banking sector is the presence of explicit deposit insurance, suggesting that moral hazard has played a major role.Finally, countries with weak institutions (as measured by a law and order index) are more likely to experience crises.This paper-a product of the Development Research Group, World Bank, and the Research Department, International Monetary Fund-is part of a larger effort to understand the causes of banking crises.
